DOLLAR DAZE - LOOK WHAT WE ARE LOOKING TO DO
Kind of ironic this comes out today.
Posting of Grants Manager Position – Dr. Latham
Yeah, they are going to talk about this in a Sub-committee before they pass the BOGUS BUDGET on AUGUST 2. Didn't the city just hire someone in a similar position a few months back and the last thing I read in the ITEM we got ZERO RETURN on our investment in his salary. In fact the success we have had has came from city employees already on the payroll.

Long ago in the sleepy little queendom of NESOPOTAMIA keeping with the affairs of state the EVIL QUEEN entered into a state of affair. The lucky lover was none other than the swarthy TIO TAMALE. EQ loves SPICY things.
The product of this troubled tryst begat a baby. This LOVE CHILD was whisked off to the province of LOWELL where the bouncing baby boy was raised as IVAN MCDOO and he became the best bean counter in all of the queendom.
After a stint with the LOWELL SOCIAL CLUB (TIO said, "That's my bambino!") IVAN was brought to EQ'S private garden to keep track of her beans. Now everyone knows that beans are a magical, musical fruit and EQ loves to pass off protection of the status quo to her main minstrel.

The skies of NESOPOTAMIA were patrolled by a triad of LEGAL EAGLES providing for immediate triage of legal litanies that lie in wait.
Because of the EVIL QUEEN'S prepared paranoia she maintained her own mercenaries to manage her meddling. There were also some money for mercenaries not residing in the COMMERCIAL barracks but under the BROAD skies.

TAKE YOUR CHANCES
Last Friday night at LYNNARTS there was an end of camp show put on by PEACE CAMP 2012. There was not a big crowd and the only elected officials present were MARIA CARRASCO OF THE LSC and BRENDAN CREIGHTON, WARD FIVE CITY COUNCILMAN who is also a representative of SENATOR MCGEE'S office.
There was little to nonexistent media coverage of this event. That is and was sad when juxtaposed to the recent shooting because more peace means less bullets. The lessons learned taught everyone that the most important PEACE is the peace inside yourself and we all need to express it loudly and boldly.
It seems that everybody hears even the faintest of soft bad whispers but we need to shout the good news.
BUT HEY,
the BEST part of the evening (TO ME AT LEAST) was when part-time WATCH photographer, TRIPPY WOTRING belted out a solo performance of the song, "I GOT A FEELING" first learned two years ago in FIFTH GRADE at FORD SCHOOL taught by DOREEN MURRAY and mother, MS. MACKY from BUILDING BRIDGES THROUGH MUSIC.
Too much emphasis on MATH and SCIENCES just makes it easier to count the dead.

The EVIL QUEEN loved to lament the loss and subsequent revival of the sounds of music in the hills throughout the queendom of NESOPOTAMIA. What had been a melodic malady had risen from the ashes of her destruction to rise again in her image.
"THANK YOU EQ, CAN I HAVE ANOTHER?"
This was the song sang by the main minstrel responsible for the magnificent music made to dominate the tricks played on the citizens of NESOPOTAMIA.
It seems that a few years back EQ had trumpeted some trumped up charges of the mishandling of some lyrical loot. Although there was ultimately a resolution of vindication, an eventual pledge of allegiance insuring an insurance policy against future rebellions and revealing revelations.

From watching many episodes of DOG, THE BOUNTY HUNTER in his case it is OKAY to tell a story to catch a FELON.
With the help of LEGAL fuzziness, it apparently to put out there a BOGUS BUDGET as BAIT and SWITCH the ACTUAL bloated one in public. I would ASSUME this is legal because there is no LAW that says they have to put ANY one out there.
So let's give credit where credit is due. Thanks to JUGGLING JUDY these numbers are out there for all to be deceived. It was her push that got the budget on-line. I know she didn't actually sit at the keyboard and punch the numbers . That's not in anyway an inference that LUCKY LATHAM was derelict in her duties, she's not the one who has a pain in her longnecks, but she has been kept busy posting positions for already picked people.
Does it bother anyone else about the comparison? I guess education and incarceration both end in -tion.

Once upon a time in NESPOTAMIA someone in the EVIL QUEEN'S court was looking to capitalize on a capitalization project. TIO TAMALE (there is a large LATINO population in NESOPOTAMIA) went around courting the other courstmen to INVEST in a scheme that they could be sure to bank on.

I just escaped from a voluntary incarceration in a prison camp in the other side. There was kind of an exchange. My son says he has switched sides.
We were down south and some of the stereotypes apply but many do not but all need a little explanation, a footnote of sorts. Cause you see there is no MASON-DIXON line of demarcation of the horizontal variety. Not even one percentage being held hostage by the other.
It is more like a circle closing in on itself. The pressure of the poverty of difference causing the collapse. The other side has guns and they sometimes hang them on racks in their pickups.
Our only weapon is EDUCATION. Use your bullets wisely.

Only seven more days until the ATTEMPT at MASS HYPNOTISM occurs. We got NO lion tamers but they will attempt to convince you fantasy is reality as it pertains to the 2013 LPS BUDGET on AUGUST 2 at 6:00 pm in the DEN of TIGERS.
I realize these are PRETTY STRONG words but let me remind you where I am coming from. Here is the budget they have been saying on their webpage they will be voting on: 2013 School Department Budget (Proposed).
Changes have already been voted on an approved by the standard 4-3 vote. All but 3 princiPALS will be getting paid MORE than is listed on their salary line. On what basis do I make that allegation? Glad you asked. Because this BUDGET was approved by the LSC 4-3BEFORE everybody went into a BACK ROOM and the proposed uneven RAISES/SALARY ADJUSTMENTS were approved. On top of that a unanimous 2.5% raise was offered to all principals.The principal's salary lines are listed as the same for 2012 as 2013. How is that?
The icing on the cake for this MASQUERADE BALL is the fact the TWENTY-FIVE THOUSAND DOLLAR boost to the SUPERINTENDENT'S BASE (don't get me started on ACTUAL numbers) is reflected NOWHERE.
Now that vaunted legal scholar ATTORNEY MIHOS has gone on record (well he told me) that the LSC is within there parameters to move money from one line to another in the budget with a vote. I get that. I mean there are two lawyers on the LSC - CHARLIE and JUDY - who already voted for these SECRET RAISES and we all know how lawyers are held in such high esteem.
I guess maybe if I would have went to LAW SCHOOL to I would understand the LEGALITY of this shell game and I wouldn't think it was just a BAIT AND SWITCH. You know, show the BUDGET with lower numbers, pass it in PUBLIC, then SWITCH it with the REAL BUDGET complete with MORE MONEY FOR FRIENDS.

Citizens of the sleepy little kingdom of NESOPOTAMIA had been hearing of rampant rumors of the belligerent bard becoming betrothed to the EVIL QUEEN.

Okay maybe that headline was written in such a way generate hits but can you blame me? I mean I want to be sure I hit the 150,000 mark by the PUBLIC HEARING ON THE BOGUS BUDGET.
So I am trying to generate clicks when I really want to talk about cliques. Since MR. RITERHAUS has extensive experience in ENGLISH LANGUAGE ARTS, he will understand this.
However what I don't understand is the stated reasoning that went into the other selection. I am sure JULIE LOUF is qualified and all but why did LUCKY LATHAM have to point out and praise MS. LOUF'S school improvement planning and teacher evaluation experience? Last I heard from my sources, real and imaginary BREED was in danger of being named a LEVEL 4 school under her ACTING HELM but was saved through a one year designation moratorium thanks to a NCLB waiver.
Not being a MATH person, I guess I just have trouble with that LOGIC stuff. I mean, maybe......

The EVIL QUEEN was suffering from an embarrassing rash due to OVEREXPOSURE. Never at a loss for what to do, she boldly tried to make a deal with the devil, that grizzly old belligerent bard.
"Say some magical musical spell to make it all go away and clear up that irritating irritation."
To the queen's posted proclamation he replied, "Sorry EQ, my words only provide TOPICAL relief, I am afraid your problems lie beneath the surface."

I found something looking over the budget that I'm afraid is common practice. LSC member RICK STARBARD was pointing to just this fact when the creation of the new PROGRAM SPECIALIST for the WRAP-AROUND PROGRAM was being created.
"Don't Worry," he was told. "We got a grant for TWO YEARS and then we can walk away".
The trouble is we never do. Case in point perusing the SPECIAL EDUCATION budget for next year, I came across an interesting observation. Last year we had grants to cover a PROGRAM SPECIALIST'S salary in COACH for $72,000, this year we don't and we are paying $72,000. Also last year a GRANT paid for an administrator at $101,700 with a secretary/clerk at $50,600.
This year with RAISES and WITHOUT GRANTS we are paying about $245,000 out of the LPS checking account. These ILLUMINATING facts brought to you by the 268,000 POINTS OF LIGHT FOUNDATION.

I know DR. WARRY has worked hard on putting these programs in place and deserves proper props for her work. It's not easy to strike the balance between the need for education and recreation and it appears progress has been made.
It has always been my argument that it is such a waste to leave these buildings unoccupied two months out of the year underutilized when we have to pay for them all twelve.

I don't know why everybody wants to blame me anytime there is trouble or something goes wrong. I was at the NORTH SHORE NAVIGATORS game last night and I saw JESSE JAEGER there. He is one of my CHARTER WATCH FOLLOWERS.
Can you imagine my surprise when I go on FACEBOOOK and see him offering me up me up as a sacrificial lamb as a possible explanation as to why the lights when out.
"I think Stanley Wotring pulled the plug as a protest against the SUPER'S raise".
First of all, I'm not that smart. I wish I would have thought of it. Cause face it, we are all in the dark as to where the money came from. Well not really, it came from our pockets. I know, I know, not mine so much cause I'm poor but you know what I mean.

MADE IN A MIHOS MINUTE
You see, being the peacemaker I am cause I don't like to cause anybody no trouble I paid me a visit to ATTORNEY MIHOS'S office to WARN him of what somebody might PERCEIVE as a deceptive if not less than REPUTABLE, even perhaps UNETHICAL practice of putting the PROPOSED 2013 LPS BUDGET, 2013 School Department Budget (Proposed), out there when it didn't REFLECT the previously approved addendum's to that same budget that permitted the passing of money from some other place straight into the pockets of particularly privileged people.
Thankfully ATTORNEY MIHOS schooled me on the fact that the LSC can do whatever they want to do with our money as long as they take a vote. Well they did do that and I guess all legal like

DEFINITIONS, DEFINITELY A PROBLEM
Perhaps the reason we are dealing with a BATTLE OVER A BOGUS BUDGET is because there is some confusion over words that start with the same PREFIX. How can we expect MATH people to get at the ROOT of what appears to be literally a literal TRANSgression?

DOLLAR DAZE - LUCKY LATHAM'S LEGAL BLOATED BENEFITS
I can't figure this out! Hopefully somebody out there can help me. I mean we got somewhere in the neighborhood of 2300 to 2500 kids involved with the SPED Department and they have a line on their BUDGET PAGE for $60,000 in LEGAL EXPENSES.....

CATHE CREDITS FORD SCHOOL
LPS appears proud of the happenings going on at FORD for a change. Growing positive media coverage is a welcome bumper crop in FORD'S INTERNATIONAL GARDEN.
HARLY'S HOOP HOUSE will be a HIGHLIGHT of the COMMUNITY EDUCATION INNOVATION not necessarily a name-only INNOVATION SCHOOL which is only a RENOVATION.

Landed in LYNN again and hopefully I will be able to head BRANDT DUNCAN of the TEACHER'S UNION to ask at that PUBLIC BUDGET HEARING on AUGUST 2 if since the SUPERINTENDENT gets money for memberships if the TEACHERS can have LPS pick up the tab for their UNION DUES. IT TAKES A COMMINITY
My time here in CLARKSBURG has convinced me more than ever of the need for COMMUNITY SCHOOLS. You see in NORTH VIEW, a neighborhood in CLARKSBURG. A neighborhood because at a couple of thousand more than twenty, my home town isn't really big enough to have suburbs. In fact we could be a suburb of another big city if there was one near by but there is not.
Thanks to FACEBOOK, I was able tor reconnect with an old classmate, JAMIE LAFFERTY PATTERSON, so on my vacation I thought I would pay her a visit. I had went through elementary school and all the way through high school with. We never ran around together when we were growing up. I think in sixth grade we were in the school safety patrol together. We got badges and a bright orange harness identifying us centurions on the street corners to help the younger kids cross the street. Of course, I was Captain. I was always lucky that way.
Anyway I stopped by with my son and we sat on JAMIE'S front porch with her and her boyfriend We reminisced and talked about old times like best friends, not just the FACEBOOK friends that we had become. Reminiscing about old times brought a reconnection to memories of a happier time when I wasn't hostage to the whims of reality.
Next a couple of days ago to a n old neighbor who had recently became a FACEBOOK friend. He lived at the bottom of the hill and was a few years younger than me. His name is JEFF TOQUINTO and like me he has moved away from the old home place but unlike me he didn't move far and in fact his older brother still lives there.
JEFF is a writer now for the local paper's attempt at Internet survival. I strongly ADMIRE his work and I share it often. We never played on the same teams or even went to the same ball games but there was an immediate bonding of familiarity that was comforting. We hugged. It was like family.

Dear Ms. D’Amico:
Commissioner Chester has asked me to respond on his behalf to your recent email regarding the Lynn Public Schools. In your email you say that it is your understanding that it is against Massachusetts law for a public school not to provide all required supplies for free.
As a general rule, Massachusetts public schools and districts may not charge a fee for students to enroll or participate in required or elective courses given for academic credit. The Massachusetts Constitution and the General Laws provide for the support and maintenance of free public schools in the Commonwealth. With respect to textbooks and other school supplies, M.G.L. c. 71, section 48 reads in relevant part as follows:
For purposes of your question, the operative word in M.G.L. c. 71, s. 48 is 'loan'. Textbooks and other instructional materials and supplies that are intended to be used and re-used by various students over a period of years must be purchased at public expense and 'loaned' to students, who must return them at the end of the year. (Arguably, a tool such as a pair of scissors or a graphing calculator would fall into this category as well.) In contrast, it is unlikely that a court would rule that a public school has exceeded its authority by asking students to come to school prepared with a reasonable amount of consumable supplies such as pencils and pens, crayons, notebooks, binders, tissues. and so on. These kinds of school supplies are not typically "loaned" to students; they are used by the individual student during the course of the school year. Moreover, they are widely available and relatively inexpensive.
Districts do, as you note, receive support through federal and state funding streams. With federal funding, such as Title I funds, there are strict requirements to serve the highest-need schools and students and to analyze data in order to understand and address what appear to be root causes of problems that contribute to those needs. For example, data analysis in some districts may point to class size as an issue, lack of materials as an issue, or other root causes. There is also Chapter 70 funding that the state allocates to districts to expend on meeting the foundational education needs of students. This funding supports teacher salaries, and so forth, and blends with other funding sources, including those raised through local taxes, to become “local funds.”
Level 4 districts such as Lynn, like all others with the exception of Level 5 districts (currently only Lawrence), have a great deal of authority over the decisions they make regarding resource allocation. This authority recognizes that the district’s key decision-makers, the superintendent and school committee, are those best informed about what is needed to serve students. Because educator salaries, facilities maintenance, and foundational supplies and materials are, for the most part, paid through local funds, I encourage you to continue to communicate your concerns to your school committee. The district’s school committee makes and/or approves decisions related to how the budget is built, and how resources from all of the streams noted above are used. Working in collaboration with the superintendent, and overseeing the work of the superintendent’s team (including those involved in financial decisions), the school committee has final approving authority over how money is spent. They are also entrusted with monitoring the impact of the decisions they make to ensure that the expenditures are improving the experiences of students. Feedback from parents such as yourself is an important part of that process.

However, I would argue that supplies such as binders do in fact fall into the category if the teacher is requiring one and grading the student on having one. I would also argue that purchasing supplies such as these binders, all the accesories for them, notebooks, folders, etc. are not relatively inexpensive when your child has 5 or more teachers requiring them. Nevermind, those parents who have more than one child in the school system who each have several teachers requiring them. Particularly in a poverty stricken city such as Lynn, where I believe 90% or so of the children who attend the schools are low income and can barely afford to house and feed their children.
I understand that one may believe that the superintendent and school committee are those best informed about what is needed to serve students. However, the fact that my child attends a level 3 school in a level 4 district proves that Lynn's superintendent and school committee clearly do not!! As I mentioned, Lynn has classrooms that do not have textbooks or other necessary and required supplies, yet Dr. Latham just received a $25,000 raise. She also gave out over a hundred thousand dollars in raises to selected principals WHICH OUR SCHOOL COMMITTEE DID NOT APPROVE. Therefore, you are mistaken when you say that the school committee has final approval on how money is spent. In many cases in Lynn, the school committee does not have any say or approval in how Dr. Latham spends the funds. If you do not believe me, I urge you to contact some of our committee members, such as Rick Starbard, Donna Copolla or Maria Carrasco. I would be more than happy to provide you with their contact information. You could even go online and watch our school committee meetings (although they seem to have technical difficulties on occassion)
Once again, Lynn is a failing level 4 school district, it has 2 failing schools and about 30% of the schools are under-performing. We have deteriorating and hazardous school buildings, our classrooms are overcrowded and lack necessary and required supplies such as textbooks and nothing is being done about this. I would like to know at what point does the state of Massachusetts take responsibility for the failing schools and school districts it has and take action to improve them? I, and many other parents, are not going to leave this alone and just go away as our superintendent and many others hope. We want answers as to why our children are not getting the education they deserve because they must attend a failing or under-performing school in a failing school district and no one, not even the Dept. of Education is taking responsibility or doing anything to change this.

Here are some numbers that will make someone yell, "SAY MY NAME!". We pat a total of $427,000+ for the work our DEPUTIES do. Just what is it they do again? Since I believe and maybe someday I'll show you, we pay lots of DEPARTMENT HEADS and other fancy titles numbers with a lot of zeroes to take care of their own.
To be fair, we got two people doing who knows what and that number also includes their PRIVATE secretary, a possible supplemental insurance policy each, and conference costs. The individual salaries of the individual DEPUTIES are not the same. They are weighted I think, based on.......seniority, yeah that's it seniority.
Now that number doesn't include the roughly $82,000 hodgepodge of dollars to cover what some may call unrelated expenses. If so, is this covering really a cover? I'm talking GRADUATION EXPENSES, HANDBOOK PRINTING, SUPPLIES (maybe the cost of toilet paper in the executive office suite?) and BOOK REBINDS (in case the printing don't work). I think they ought to think about PRINTING some money to pay for all of this.

The EVIL QUEEN of NESOPOTAMIA has made a secret deal with the SHEEP FARMERS (in WV, we love our sheep) to pull the wool over the eyes of her naive subjects.
All of this was due to the deception about the perception of the amount of money EQ wants for herself and that she plans to spread among her princiPALities.
This deception was so the reception at the public proclamation about the bogus balance sheets. Well the sheets were wool.

Figures Lie and Liars figure. That's what I've always been told. Guess that's just some hillbilly philosophy. I'm just not smart enough to figure out how you city folk add things. I mean, our SUPERINTENDENT managed to find four sets of sympathetic ears to be convinced by her woebegone tale of how she couldn't survive on last year's paltry salary. They even ran some comps. Numbers don't lie, then again it is in what you let them say.
Let's take a look at what we actually pay. Remember now, I am a poet and I'm not near as smart as the good doctor or her good friend that MENSA MAVEN. Last year's base salary was $164,000 to which we added $25,000 right off the top. Not bad, for failing.
Here is though where it gets interesting. If LPS was an NFL franchise and MADAME MAYOR has compared THE GOOD DOCTOR to TOM BRADY then the FANTASTIC FOUR of the LSC would be masters of the salary cap.
HIDE AND SEEK. Well I found some interesting numbers. First we have an Insurance payment of $5000. That's way too cheap to be the normal health insurance policy that some employers carry, I would guess that is either the normal say 20% employees have to pay or some supplemental life insurance policy. Then there is a line in her budget for REIMBURSEMENT for $10,500. What is that do they turn in soda bottles for the deposit return? Next, a whopping $25,000 for memberships. That must be some exclusive club, a real gold, GOLD'S GYM. Don't forget dues, $8000 to I don't know, maybe THE ROYAL ORDER OF THE WATER BUFFALOES. Last but not LEAST, most actually is the $30,000 we pay for NEWSLETTER OR LETTERS.That seems like a lot. I mean who subscribes to the TV GUIDE anymore now that they have the guide channel on cable?
So that's another $78,000 a year that we pay for the SUPERINTENDENT that has kind of been swept under the rug. That is an ADJUSTED SALARY of $268,000 annually. I think it's time we had our carpets cleaned.

DOLLAR DAZE - WORK-ING OVER THE NUMBERS
I am confused. We just hired a WRAP-AROUND person at $81,000 to help develop social support networks for our students. I am all for that. I even applaud their selection, I think. She seems like a smart lady, smarter than me that's for sure,
They say this wrap-around zone is going to start in FIVE schools and two of them CONNERY and HARRINGTON already have social workers paid for out of REDESIGN GRANTS. Okay, but to be honest I'm starting to get a tad bit uncomfortable,
MARSHALL is another one of the five covered that already has a social work worker at over $64,000 a year payed for out of TITLE 1 money. My anxiety level is rising.
COBBETT is the fourth one and it turns out they too have at $64,000. I can't make out WASHINGTON SCHOOL'S numbers but its status as a INNOVATION SCHOOL that at best can only be INNOVATIVE since it never got any official designation make me think there is something there.
I'm beginning to wonder why with all of these people in place at these prices why do we need to hire someone to watch what they're doing. But hey, I'm a team player and if our SUPERINTENDENT thinks we need it who am I? (I really didn't need you to answer that)

What are we getting for all this money? I guess it costs money to come up with a new design for the wheel. So not only does this WRAPAROUND paper costing us $275,000, out of GRANT money to cover our social problems but it looks like we got an additional $129,000 coming out of the regular budget off the CURRICULUM AND INSTRUCTION budget to do something. What waS that FORD budget line for all those services again? Unlike the other places there there are no digits in front of the zeroes.

I waited on commenting on this story because it hit to close to homw. My daughter is going into the eigth grade and well she has been involved with GIRLS INC. She is living with her Mom at the present time of which I don't approve. Thanks to the WISDOM of DCF and theblind, deceived eyes of the JUVENILE COURT SYSTEM, she is there.
So that is why this next fact raises my passion and anger, I can find no money or programs for teen pregnancy. EDUCATION is the key to PREVENTION. Maybe it's there but I couldn't find it. Please somebody point it out to me.
What I did find was COUNCIL PRESIDENT PHELAN'S wife's job as PROGRAM SPECIALIST at CONNERY being continued at around $74,000 a year. Sorry to point out (some would say pick on) your wife but this is my DAUGHTER'S future we are talking about and well I'm not to friendly to lawyers or quasi social workers right now.
Okay, now that that chip is off my shoulder, let's get logical. Think about this:

DOLLAR DAZE - LPS PONY EXPRESS
Once again LPS pays some BIG BUCKS, $25,745, to carry the mail between departments. This seems like such a waste to me when we got all those parked cars of the DEPUTIES paid for. They could be packed up an used as a delivery wagon.
Or heaven forbid, we could use the US Postal Service, I mean you don't even have to lick the stamps any more. Good ole LATHAM LICKS can be used for other things.

Anyway all the nobility got raises in their allotment (thanks to trash taxes ticketed by vermin vixen, the rat witch) spare three renegades. One was thought to be in cohoots with the grizzled citizens but that myth became dispeled when he did his best work while he was away on vacation in the mountains. Another who had been ruling his little serfdom a LONG time actually took a pay cut by some calculations. While the third was even a close relative of an advisor to the court.
Now EQ became increasingly nervous,paraanoid even, as the grizzled citizen/ traveling minstrel started getting many boisterous followers and EQ became worried about the duration of her reign.....

That the HIGHEST of the NEW principals salaries went to the WIFE of a ptinciPAL that spoke kind of on DR.LATHAM's behalf at the PUBLIC HEARING? Beingfrom WV, I know a thing or two about reputations about being INBRED.
LSC member MARIA CARRASCO brought up a valid concern about how well these new principals will be working with students from another culture. Come on, that's what we got. I hope it was given the proper weight in the selection process.

THE EVIL QUEEN FINDS ALLY IN VERMIN VIXEN, THE RAT WITCH - THE FAIRY TALE CONTINUES
The EVIL QUEEN decide to give DR. SMILING NOBLE'S WIFE a new more generous pay scale supported by the new tax on homeowners from other kingdoms.This will be imposed by her her new bestest friend in her queedom, that VERMIN VIXEN - THE RAT WITCH.
Not satisfied with the TICKET TAX, the RAT WITCH learned from the EVIL QUEEN how to double dollars. you see EQ had been able to disguise a DOUBLE raise so RW figured she could do the same with TAXES.
So that her practices wouldn't come to light, she kept her magic TAXING potion in small brown12 oz. bottles with long necks. As many RATS as there are RW ought to consider getting her potions in 40 oz. bottles.

THE SAME OLD NEVERENDING STORY
It is time that we here at the WATCH take a mich needed break and give our readers a diversion, a break, and escape from reality by telling you a fairy tale. All of this stuff has been too seriousness so we are going to delve into some fantasy. Now you will just have to decide for yourself just what is fantasy and what is reality.
ONCE UPON A TIME IN A KINGDOM FAR, FAR AWAY there was this EVIL QUEEN who had these two princiPALites ran by two people of a lower NOBLE class. ONE who was a smiling doctor who spread good cheer all throughout his princiPALity but for some reason he wanted to take up residence in a land outside of the jurisdiction of the EVIL QUEEN. In fact outside agents had already went to the trouble of finding him a place and even were ready to execute the contract.
Suddenly and to the dismay of these agents, this smiling NOBLE stayed where he was despite his health problems and stayed where he was with a mysterious newly sworn allegiance to the EVIL QUEEN. Many of the residents of the EVIL QUEENS rule and some of the other NOBLES wondered why this SMILING NOBLE would forfiet his chance at escape.
Then one summer day it all became clear, the WIFE of the SMILING NOBLE was given her own princiPALity. Some of the people in the kingdom started whispering about how the EVIL QUEEN caste a stay here spell on the SMILING NOBLE by dangling this new princiPALity and offering it to the SMILING NOBLE'S WIFE.
You see this princiPALity became avaiable because its own NOBLE had publically sworn allegiance to the EVIL QUEEN at a PUBLIC HEARING that some of the EVIL QUEENS friends had called a WITCH HUNT.Because of this expression of loyalty this NOBLE was given a MUCH LARGER POSITION in the EVIL QUEEN'S court.
Funny thing though before the SMILING NOBLE surprisingly told the other kingdom he no longer was interested in taking up residence in their kingdom, either that SMILING NOBLE or somebody impersonating him gave away the secrets that led to the PUBLIC HEARING.

ONCE UPON A TIME IN A KINGDOM FAR, FAR AWAY there was this EVIL QUEEN who had these two princiPALites ran by two people of a lower NOBLE class. ONE who was a smiling doctor who spread good cheer all throughout his princiPALity but for some reason he wanted to take up residence in a land outside of the jurisdiction of the EVIL QUEEN. In fact outside agents had already went to the trouble of finding him a place and even were ready to execute the contract.
Suddenly and to the dismay of these agents, this smiling NOBLE stayed where he was despite his health problems and stayed where he was with a mysterious newly sworn allegiance to the EVIL QUEEN. Many of the residents of the EVIL QUEENS rule and some of the other NOBLES wondered why this SMILING NOBLE would forfiet his chance at escape.
Then one summer day it all became clear, the WIFE of the SMILING NOBLE was given her own princiPALity. Some of the people in the kingdom started whispering about how the EVIL QUEEN caste a stay here spell on the SMILING NOBLE by dangling this new princiPALity and offering it to the SMILING NOBLE'S WIFE.
You see this princiPALity became avaiable because its own NOBLE had publically sworn allegiance to the EVIL QUEEN at a PUBLIC HEARING that some of the EVIL QUEENS friends had called a WITCH HUNT.Because of this expression of loyalty this NOBLE was given a MUCH LARGER POSITION in the EVIL QUEEN'S court.
Funny thing though before the SMILING NOBLE surprisingly told the other kingdom he no longer was interested in taking up residence in their kingdom, either that SMILING NOBLE or somebody impersonating him gave away the secrets that led to the PUBLIC HEARING.

It is my hope that this email reaches Mr. Chester since he is the Commissioner. I am a Lynn resident and my child attends one of the public schools in Lynn. As you are aware, Lynn is a failing school district (level 4) that has 2 failing schools (level 4) and many of the remaining schools are under-performing (I believe there are 7 level 3 schools). We are continuously told by the superintendent, Dr. Catherine Latham and her staff that there are not enough funds for the many services, resources and supplies our children, schools and district need. We have schools that do not have textbooks and other necessary and required supplies. Because of this, parents receive notices from teachers stating that WE must purchase a list of required supplies. It is my understanding that it is against Massachusetts law for a public school not to provide all required supplies for free. I have brought this issue to Dr. Latham and our schools committee's attention. However, I will have to wait until school resumes in the Fall to see if Dr. Latham has taken any action to stop requiring parents to purchase the required supplies that SHE should be providing. We have overcrowded classrooms and schools, as well as deteriorating hazardous school buildings that our children must attend that have problems such as mold, asbestos, crumbling walls and ceilings, and non-working restrooms. All of these create and cause an environment that hinders the learning process, which I am sure contributes to our low test scores.
Since Lynn schools and district are facing so many severe problems and there is not enough funding (so we are told) to correct these problems or to improve our schools and district, I would like to know how Lynn is able to spend millions of dollars creating and hiring new administrator positions, giving out raises to principals, giving a $25,000 raise to Dr. Latham, and paying the secretary of our school committee over $90,000? I know the state continues to give Lynn MILLIONS of dollars which is suppose to help improve our schools, district and test scores, so why isn't this happening? Where is all this money going to (besides all these administrator positions and raises) if it is not going toward purchasing required supplies and improving our schools for the children? Does the state perform audits on school districts to make sure they are spending all funding they get appropriately?
As a parent, I would also like to know what responsibility the state of Massachusetts has for having and allowing failing schools and failing school districts? What actions does the state of Massachusetts plan to take to make sure that each and every child in the state is receiving the education they deserve and are entitled to? Having a child who is forced to attend a level 3 school in a level 4 district, I can tell you the state is NOT doing enough!! It is absolutely unacceptable for any child in this state and even in this country to be denied the opportunity of obtaining a good education!! As of today, the children of Massachusetts are being denied this!!
I would love and appreciate a response from Mr. Chester regarding this email and my concerns.

DOLLAR DAZE - ENOUGH ALREADY
We have a line in this year's SPECIAL EDUCATION budget for $58,835 for PRIOR YEAR UNPAID bills. Funny thing though we had one last year for EXACTLY the same amount. What gives? I mean do we have a bill we regularly don't plan to pay.
Being poor has made me a veteran of not paying bills on time and they usually don't give you that experience for free. There's a little thing called penalties that pay the price for your fiscal education.
Just think DR. LATHAM, IF WE DIDN'T HAVE TO PAY EXTRA FOR PENALTIES WE COULD HAVE GIVE YOU A LARGER RAISE.

DOLLAR DAZE - KEVIN KILLS THEM WITH KINDNESS
You've really got to admire business manager KEVIN MCHUGH! I haven't heard a word out of him complaining about how DR. LATHAM and some of her princiPALS got twice the percentage raise that he got a year ago. Times may be good, well okay they are not really all that good.
I mean our district's still failing and well at least KEVIN'S raise was almost three times what they finally had to give those RADICAL teachers after I don't know three or four years without a contract. Still, always the gentleman KEVIN still whipped those numbers into such shape that the GOOD DOCTOR was able to prescribe healthy raises for all her friends.
It seems like KEVIN was not that good a friend. I guess we are supposed to turn the other cheek while the GOOD DOCTOR goes behind our back.
DOLLAR DAZE - UNIONS FIGHT TO KEEP WAGES LOW
Congratulations to BRANDT DUNCAN for being able to spend another year out of the classroom at what, FULL PAY, to represent the teachers in their UNION. The LSC recently reapproved your years leave of absence.
THROUGH tough BARGAINING, BRANDT was able to NEGOTIATE A 2.5% INCREASE for the members of his UNION while those unrepresented ADMINISTRATORS (like DR. LATHAM) got raises of 10 to 17%.
Good job BRANDT, way to keep those salaries under control.

I AM SHAMELESS!
Well I've started writing my life story, my way and well LYNN SCHOOL WATCH comes up BIG in the beginning or is it the end? No it's just the PRESENT. Sorry Cathe!
DOLLAR DAZE - A RAISE YOU MAY NOT REALIZE
It seems that acting lessons cost LPS a little over $13,000 last year. That's because well we had an ACTING DIRECTOR OF PERSONNEL THAT GOT SLID INTO THE POSITION REAL PERMANENT-LIKE.
Last year the position was funded at $76,800 and this year funds have been found to make it a more LUCRATIVE position at $95,000 a year.
Anyone else up for an explanation?
DOLLAR DAZE - TIME MAY BE RUNNING OUT ON THE WATCH
You see I have this theory. LATHAM has this line in her budget page for LEGAL-LABOR and well it's separate from what the LSC pays ATTORNEY MIHOS. It's kind of a personal LEGAL SLUSH FUND. Anyway, it was funded last year at $50,000 and this year it jumped to $70,000. An increase of 20K or 40%.
It could mean LATHAM plans to test the legality of DENYING more services to MORE people but I have an alternative explanation. I think the increase is to fund some sort of covert operation to WHACK THE WATCH.!
Okay maybe I'm a little paranoid but when you aren't told anything, well you just have to make up the truth and one truth is as valid as the next.

DOLLAR DAZE - EXPLANATION DUE ON INNOVATION
For about two years now, we been hearing we're going on a journey to what is called the educational promise land otherwise known as an INNOVATION SCHOOL. We staffed somebody out of the RACE TO THE TOP grant to lead us there. It has not been cheap with two years of a salary of a little over $81,000 per year. Now would be a good time to remind you I work for FREE.
For whatever reason, I hear we missed the grant which I suppose comes with a designation. No worries, I hear people say after all it was only a small grant so we'll just go on our own. Especially since DR. LATHAM alluded to proposed benefits of this school tricking throughout the system as partial justification why we should shelf KNOW ATOM, a proven MCAS booster.
However as I understand it and I freely admit I am not as smart as LUCKY LATHAM or that VARMINT VIXEN, the grant is not really as important as the designation. I think the designation comes with some sort of union waiver allowing a little more flexibility, a little more creativity in curriculum, instruction, and schedule.
SO.....

It has been a glorious couple of months for LPS Fine Arts Director Joesph Picano given the wildly successful LPS Art Show and this latest performance. He always makes a point to share the credit with DR. LATHAM. It's nice to see LPS being noticed nationally for good things.

DOLLAR DAZE - WHERE A RAT CAN BE A RAT!
Did anyone else hear they are moving the LPS PUBLIC BUDGET HEARING to a new location? Often I here these rumors cause, well I start them. Anyway instead of an unfriendly LION'S DEN the location has been changed to CHUCK E. CHEESE.
That way the HEARING takes on more of a celebratory atmosphere and everybody knows recipients of those raises have PLENTY to celebrate about.
JUDY THE RAT LADY is so SMART and FRUGAL IN A FUNNY SORT OF WAY. I bet she gets some kind of family discount at this RODENT RECEPTION HALL.
No one will be there to PROTEST those EXORBITANT raises because well, quite frankly they were NEVER in the budget that JUDY THE RAT LADY, GIVE-IT-TO-THEM GALLO, "COULD CARE LESS" CAPANO, and JOHN "THE RIPPER" FORD approved. Brilliant!

The RATS know JUDY is not going to make them pay the fines and face it last year when she convinced the LSC to dump their TRASH COLLECTOR and piggyback on the CITY'S, she now control of ALL of Lynn's TRASH collection. Do I need to remind you of the RATS food source?
With the RATS help now the HOMEOWNERS can be BLACKMAILED into paying MORE TAXES thinly disguised as fines. This new collection of cash (being a poet it fascinates me that CASH rhymes with TRASH) to keep COMMERCIAL STREET laughing.

WHO NEEDS MICKEY WHEN WE HAVE JUDY
The CHAIRMAN OF THE LSC, (who happens to be our MAYOR) sure is smart. What a visionary, being from a rural state I should have seen this coming but I'm just not as smart as our MENSA MAVEN, You see, she saw RATS could be our new CASH COW.The money generated from TRASH TICKETS could fund pay raises for our educational administrators insuring that we remain failing.
I mean look what a little ole mouse did for Orlando. We GOT RATS! The possibilities about potential are endless. I hear there is a plan in the works to develop the waterfront. GENIUS! A good chance for expansion of the population. Back in WV we had WATER RATS too. I don't know about the salt water variety but with new business along the waterfront there will be new TRASH TO TICKET!
With all of this RODENT REVENUE there will be more money to CAPITALIZE COMMERCIAL STREET! We'll probably build a new theme park, have rides and everything. No roller coasters just a vicious circle. People will throw away their concessions, making more meal for our furry little friends.
I wish I had thought of all this but I guess I just didn't benefit from that traditional LYNN EDUCATION.

A MODERN MARSHALL PLAN
A land grab to begin,
a lottery for friends.

Someone commented on a post:What else is new Lynn misses out on another grant...could it be because the Grants Director was fired by the super Hey, they got juice I don't?
Now I had to find out, it's a matter of pride and my BFF (where's she been lately? Probably Kaptured by KIPP) says I have this EGO problem. So I got out my tea leaves and read a few bones, finding out in fact. she wasn't fired - A hard thing to to in a union environment - but reassigned, EXILED to becoming a roving librarian with no place to call home for missing SOME deadline.
JUST PUNISHMENT?
Perhaps but shouldn't we hold the same standard to other employees? I don't know, like CERTAIN people who refused to listen to advice on guidelines and compliance. I mean they should send those people to work on our raunchy restrooms. From what I hear that may be LUCKY.

If I remember right and my big old ears didn't deceive me, I thought the MSBA didn't give us an option of whether to rehab the old or build a new one. They even demanded the building of a WOTRING WING (not really, but if they expect you to believe all of the stuff they tell you maybe I could fool you).
THERE WILL BE A NEW MARSHALL (with a WOTRING WING).
The land grab will be interesting. If the new school is put where the park is now then state law requires that the park be rebuilt at another location. Where things go will have all kind of political implications.

WASHINGTON - I CANNOT TELL A LIE
We would like a little elaboration
on our former SCHOOL OF INNOVATION.
Neighborhoods we did constrict,
all in an effort to redistrict.
But to our total surprise
these plans did not arise.
So we missed out on a grant,
flexibility with teachers we can't.
Some are happy LATHAM did fail.
For charter schools it's a clear sail.
Our budget they will bleed,
less money to fix what we need.

The recent pay raises granted certain LPS employees passed in a closed door executive session and after a budget had already been approved reflecting no increases warrant an investigation to determine if any illegal or questionable ethical actions were taken.
I feel sure e mails exist encouraging the principals to come in support the superintendent at a recent PUBLIC HEARING about the posting of her position. I would like to see those raises matched up against the principals who got raises to determine if there was any collusion.
