BRAWLING BULLDOG

I am going to take a pass on the pot passing right now to talk about touting LYNN ENGLISH HIGH SCHOOL'S RASHIDA ELLIS, she  has returned from her NATIONAL training camp to prepare for WORLD competition.

The CONFUSION about the excusability of her absences was cleared and she was properly provided with assignments so as not to give her grade a technical knockout. All's well that ends well.

STILL....

I just can't figure out why LPS take a more proactive approach to publicity. What was that PR firm I heardd about hired for? Although I've never seen it on any agenda, maybe I got some bad INTEL. I've heard it's happened before.

SO IT GOES, SO THEY SAY

At last night's LSC meeting the mandated monthly MARSHALL report was given....

MAYBE.....

I mean DR. LATHAM did her darn-est to divulge with due diligence with the data designed to illuminate the illusion of all the pertinent progress.

THAT BEING SAID.....

we were told NOTHING NEW. They are busy filling out forms that I thought had already been filled out. I thought the deadline was the day after the PUBLIC MEETING....but hey I been wrong before (cue the divorce joke).

So what is it? If only someone from the administration read my blog and could divulge the answer.Oh there was the promise of more public meetings at sometime in the future somehow, somewhere.

WHAT was not said is they way I see it it they don't have to tell us anything. Their mandated meetings have been met. Of course if they want the BOND passed they better. Then again the MAYOR could always use some of that 26 or so million dollars of FREE CASH to toss around and promote the privacy of construction and avoid any transparency troubles.

I just kinda think maybe, just maybe we kinda, sorta had some more pressing issues at LPS at the moment, like.....

PERP'S PROFESSION (don't worry I ain't mentioning no names)

instead the ITEM  keeps quite on these stories, I'm not surprised, look at someones track record and you see how they run.


After a night when former LYNN CITY COUNCILMAN and future CANDIDATE PAUL CROWLEY blasted the TEACHER'S UNION for not been willing to submit to RANDOM drug testing. If that isn't a story worth expanding......

then at least we could have had a fashion expose on how nice he looked speaking. It's not fair really....why would anyone want to listen to me at OPEN-MIKE when he was dressed so much better than anyone else in the audience. His hair was all done up too and he had glasses to complete his professional attire, Also I guess they helped him read his prepared speech,

BUT....

I think his UNION BUSTING RANTING RHETORIC fell  on deaf ears. Not because the meeting was packed with card-carrying members (although I think BRANDT DUNCAN from the TEACHER'S UNION was in the audience (at least I saw him later, you know I have trouble turning my neck).

NOT A SMART MOVE IF YOUR TROLLING FOR VOTES, PAUL!

Better to blast the MEDIA for the FREE PASS they are giving LPS on this.

Somebody knows something.

NOT SO OPEN MIKE TONIGHT

C'mon PATTI, who do you think you're talking to, huh? Well you see I signed up for OPEN-MIKE at yo night's LSC meeting and I listed my topic as PROFESSIONAL BEHAVIOR. I guess that was some sort of red-flag for her. MS. CAPANO says looking over the sign-up list she saw the topic of PROFESSIONAL BEHAVIOR and reminded whoever that speaker might be, STAN, (she didn't really use my name but it has more dramatic effect if I remember it that way - in reality, she don't know me like that)TO NOT USE NAMES.

REALLY NOW MS. CAPANO?

Last thing I heard MR. FORD the PERPETRATOR OF THE PROFANITY was an elected official amd since this in no way was a personal personnel manner, nothing that I am aware of would have prevented me from preaching the gospel of good speech. Sounded almost like feelings of self-guilt but I digress.

BUT.....

I'm not one to try and start trouble so I tailored my remarks as not to target anyone specifically.....

BECAUSE....

 didn't have to. Thanks to the fine work of LynnCAM and the INTERNET everybody already knew who the PERP was. What I did say was that since the UNPROFESSIONAL comments were made in public, the apology should be made in PUBLIC.

To his credit, JOHN FORD after the necrology I think, "manned up" and said in a wavering voice that in the heat of the moment he may have said something that somebody might have heard. I almost cried (not really, that drama thing again).

Anyway all's well that ends well. I RECALL the RECALL.

Why is the ITEM.com not accepting comments for the marijuana stories? Could it be a case of covering up by not covering? I know these criminal cases are a different animal, I've had to deal mostly with DIVORCE LAW and never the two shall meet. Well, almost never.

You don't have to hide nothing if you don't show nothing. Do you smell something? Is it coming from the library. Don't look at me I got nothing on me.

An isolated incident  I hope they have that response on tape because they sure use it a lot. It seems to me they have a string of isolated incidents over there. At least this one is not on YOU-TUBE - YET!

I'm sorry something smells about this story and it ain't coming from  the library. They searched him and his car and I think I read they found nothing but a pile of blunts in his car so.......

HOW....

did he win the shiny double bracelet and a free trip to the IRON BAR RESORT? Did he go there for ZUMBA lessons?

We are supposed to believe this all happened because of the word of a teenage girl?

WELL.....

there is the video tape. But what does that show? The exchange? I mean these teachers know there are cameras everywhere in school and I would hope they are not dumb enough to do something so illegal in front of it.

I don't know, maybe I'll just take solace in what the LYNN ENGLISH principal said the last time the school was in trouble, "We got a good mascot!".

LYNN PARENTS ORGANIZING FOR BETTER EDUCATION SHOULD BE PROUD

What a GREAT meeting tonight at the FORD SCHOOL! The LYNN PARENTS ORGANIZING FOR BETTER EDUCATION put on quite a show. Somewhere just under eighty people participated in the COMMUNITY FORUM.

Politicians were coming out of the woodwork. No less than FIVE LSC members were there, MARIA CARRASCO, PATTI CAPANO, RICK STARBARD, CHARLIE GALLO, and JOHN FORD. MARIA got a little testy when I joked about there being a quorum. She screamed no one sat together so nobody could do any business therefore no violation of no OPEN MEETING laws. Geez, I sure have away with women. I guess that explains my three divorces.

Hold on for a minute, I have to give JOHN FORD credit, he really showed fortitude (is that the right word?) to show himself at the school where he belittled the parents and bad mouthed the principal. MR. FORD, you got -----, well next time make sure the microphone is off. I saw him talking to DR. CRANE, I hope he was apologizing.

The LYNN CITY COUNCIL was represented by COUNCILORS-AT-LARGE HONG NET and DAN CAHILL. Former WARD 4 CANDIDATE CEF ROSA was joined by former 10TH DISTRICT CANDIDATE FOR STATE REPRESENTATIVE GARDY JEAN FRANSCOIS.

A lot of positive ideas were discussed about ways the parents can become involved and engaged in their child's education, This meeting was only a FIRST step and the nexy meeting is ALREADY set for 6 pm on 12-13-12 at 112 EXCHANGE STREET.

Let me say in closing the SPANISH translation was excellent tonight and LPS should use this guy.

No one can argue that this is a sad story with no winners, no matter what happens. While this is an isolated incident, it is not unprecedented, In fact we don't have to go back too far to find another similar incident. Arrests of LPS employees have been made in school zones:

There was a classroom aide at the FORD SCHOOL who had a parent in high places. I could never find the resolution of that case.


ENGLISH NUMBERS COUNT THE MOST

As my LYNN SCHOOL WATCH approaches 200,000 views I owe a significant number of those views to LYNN ENGLISH HIGH SCHOOL. Some of those views have come from my coverage of their nationally recognized JROTC program, some from that girl who's going to HARVARD and numerous other positive stories. However when we talk PURE numbers the negative ones like the one about the COOK STREET CAPER and stories about COOL GIRLS have received by far the most attention.

I guess everybody likes watching a train wreck, That should set off alarm bells that they want to put the new MARSHALL next to train tracks.

    LAURA LOVES DETAILS

    Check out the letter on LAURA'S BLOG. http://laurasecret8.blogspot.com/. That HOME SCHOOL DIVA, she's a stickler for details. Not a bad fault to have.

    It seems after her grilling at a recent LSC meeting, she sort of got approval for her schooling, except it was for last year - check the dates, she put the letter on her BLOG.

    I mean mistakes happen. I've even been known to have a typo or two or three or four......

    BUT.....

    then again I don't oversee a $16 MILLION budget (my office operates on a little less) and I am not the HIGHEST paid city employee employee. I don't even get a honorarium.

    Now I don't expect the keys to the city for all my work pointing out pitfalls.......

    BUT......

    I do have to say the keys to the bathroom on the fourth floor of CITY HALL would be nice when I get to sit through city council meetings.

    Hey, I noticed on the agenda for THURSDAY NIGHT'S LSC meeting there is a homeschooling request coming up. I wonder how they will be treated. I wonder if they are going to be asked for a mid-year meeting for follow-up. I wonder how many other home schoolers have been subjected to such scrutiny?

    LPS AND MY "SHOCK AND AWE"

    Yeah, I throw bombs. Some people don't like what I say and still more don't like the way I say it. Others say the only change happens is through the ballot box. I just want to remind everybody since our historic public hearing one NEW parent's group the LYNN PARENTS ORGANIZING FOR BETTER EDUCATION has formed and we are on the eve of a LANDMARK COMMUNITY FORUM at the FORD SCHOOL from 6-8 tomorrow. The will be looking for positive solutions. No bombs there.

    Then we have the rebirth of the PAC. Yes I used to be an officer but it was against my will. I can't do what I do if I'm there. I become a distraction, some people aren't comfortable around me. There afraid I might write something. Some people say I can be downright MEAN (really I'm just a bitter, crippled poet). And now, they got a killer website, LYNNPac.com.

     I mean, the SPED DEPARTMENT has came to the table and a lot of positive energy is flowing. FOR THE RECORD, I HAVE NEVER HAD A PERSONAL PROBLEM WITH THEM (they have always treated my kids good).

    I know I haven't. Has anyone else heard from REP. STEVE WALSH,Steven.Walsh@mahouse.gov  , about his response about one of HIS representatives displaying lewd verbal behavior at a PUBLIC MEETING and captured on LynnCAM? It seems to me his lack of response must mean he approves. There are rumors out there DEL. WALSH is considering a MAYORAL  bid. Guess he don't care who speaks for him and what they SAY!

    FUROR OVER FORD'S FOULNESS FIZZLED?

    It seems that concern over the purpose of profanity in professionalism has been overtaken by worries over who is picking up the tab for lunch. I guess the problem is he didn't serve tea at that party.

    A PICKERING PRODUCTION

    Every MONDAY for an hour the TV MEDIA CLUB is meeting at PICKERING MIDDLE SCHOOL is learning all the elements of TV production. Once the kids have all have the basics down they will be broadcasting LIVE to the classrooms.

    At my BOSTON STREET office, they are having a fundraiser for the EAST LYNN POP WARNER CHEERLEADERS to help raise money for their FLA NATIONAL COMPETITION (okay it's not really my office but they serve the best coffee and there are FREE refills) where a portion of your purchase of that GOURMET MCDONALD'S food will help send THREE squads to the nationals. That's between 4 and 7 pm.

    LORI'S LUNCH CRUNCH

    As if she didn't have enough on her plate with the FRACAS OVER FORD'S FOULNESS, LIL' LORI has taken on free lunches that are not free.

    You see LPS has this policy not to REFUSE any kid lunch. I think that is GOOD cause we don;t want no kid playing any HUNGER GAMES! The thing is if a kid does not get FREE LUNCH (and sorry LORI it's closer to 90% THAN 80) and they get lunch when there is no money in their account then their account is marked with an IOU and once that IOU balloons to $20 the parent gets a bill.

    Now if I understand LIL' LORI'S LAMENT correctly brings out the point that a student/child is under age therefore cannot enter into a legally-binding contract. Okay......

    BUT....

    really, do you want to hang your hat on such a titillating technicality. I mean, I do see where you are going with this. I was not always POOR. I use to pay property taxes. No one likes surprises. Everybody would rather get a Christmas card from CATHE than an invoice for your kids spaghetti O's.

    I have one word of advice for her" "PICK YOUR BATTLES:.

    You might be technically right and win the debate on points......

    BUT....

    the image left leaves a petty picture.

    In the spirit of this culinary chaos: "WE HAVE BIGGER FISH TO FRY".

    Hungry kids don't learn well and for that we all pay.

    GO WITH THE FLOW

    There is a definite chain of COMMAND (in my case, DEMAND) to follow when faced with problems  dealing with the SPECIAL ED. DEPARTMENT. Once the problem presents itself, first approach the CLASSROOM TEACHER or the PARENT LIAISON. For whatever reason if you are unable to receive satisfaction, the next person to contact is the SCHOOL PRINCIPAL. 

    Major IEP questions, 3-year evaluations, or outside testing are all handled by the TEAM CHAIRPERSON. There are SUPPOSED to be TWO Assistant Director type positions but we currently have only one since LYDIA MUGGEO retired at the end of last year. Currently JESSICA MCGLAUGHLIN serves as SUPERVISOR of SPECIAL EDUCATION (I wonder where the already budgeted money for LYDIA'S position is going? Oh well, that;s fodder for another post). If you need to go all the way to the top, that would be DR. CHERYL MENINO, the DIRECTOR of SPED.

    ALL ABOARD! DESTINATION LIABILITY

    Yeah I know, you people probably thought I went soft. My writing lately has been about as sharp as MILK TOAST. Don't mind me, it was the turkey talking.

    You know at the first public MARSHALL MEETING I brought up the dangers that the proximity  of the railroad tracks to the BROOKLINE STREET building site. I mentioned that in the past the MAYOR had been unwilling to put the city in such a precarious liability position such that removal of a set of tracks to be replace by a bicycle trail would place us. Those NATURE LOVERS, they like lawsuits.

    The tracks by this school site, they're COMMUTER, not FREIGHT. I guess safety is guaranteed by CARGO. No liability here. Outsmarted again. I tell you I should not be surprised. I mean that's why our MAYOR has MENSA and law degree and all I got is poetry and poverty.

    BUT....

    it is kind of funny that when the BROOKLINE RESIDENTS argued to prevent the construction of an apartment complex on the adjoining vacant lot that too many kids from the proposed apartments would be near the trains.

    MAYOR TEACHES CLASS ON THANKSGIVING

    LSC CHAIRPERSON JUDITH FLANAGAN KENNEDY was sighted busing tables at BROTHER'S DELI RESTAURANT in LYNN where they were generously serving a FREE (don't you like the sound of that word?) THANKSGIVING meal.

    To be honest, it's not about the price of the food but the building of the community.

    A SPECIAL THANKS TO BROTHER'S DELI FOR HELPING TO ESTABLISH A BROTHERHOOD OF NEIGHBORS

    INITIALIZING SUCCESS WITH PAC AND LPOBE

    We all can be THANKFUL that PARENTS are finally coming together to be an ACTIVE voice in our education policies. With the birth of LYNN PARENTS ORGANIZING FOR BETTER EDUCATION and the vibrant rebirth of PAC, times are a changing. Going forward there are a lot of big things happening with the possibility of a new middle school. Great things are on the horizon and we, parents will be there to see it.

    CLUSTERS WITH MUSTER

    PICKERING MIDDLE SCHOOL is instituting a new program that will acknowledge and celebrate the hard work and achievement of an entire cluster. Each month a "CLUSTER OF THE MONTH" will be chosen. The award recognizes academic achievement, cooperative team building, attendance and respect for themselves and others. Besides a plaque signifying the cluster's accomplishment, the PICKERING TIGER will reside in the cluster's confines for the month.

    Let me say KEVIN RITTERHAUS has done a fine job as the NEW principal at PICKERING. They have already had a school dance this year and this program is just another step in a pushing for a positive learning enviroment.

    LIAISONS PARENT CONNECTION

    At last night's PAC meeting some important papers, ie.-contact info, were provided. One such paper identified the (Acting?) PARENT LIAISON - FRANCES MARTINEZ and gave both her e mail martinezf@lynnschools.org and phone #: 781-268-3000 ext: 181.

    Her duties are as of follows:
    1. PARENT LIAISON works with all Parents.
    2.Plans,organizes and facilitates parent education meetings to increase parent knowledge of the special                    education process.
    3. Facilitate communication between parents and administrators or parents and teachers                 ;
    4.Listen to parents and help them to find solutions they need
    5. Ensure parents are knowledgeable about the available resources for their child
    6. Disseminates about the school and its programs
    7. Organizes and coordinates information presentations
    8.Improves communication and student achievement by promoting parent and community involvement in the education process

    POSITIVITY PERMEATES PREMIER OF NEW PAC

    With an overflow crowd of 25+ the new PAC was born tonight from the ashes of the old confrontational body. SHAWN TARASUIK took over as CHAIRMAN and some other old new blood took over the other positions. I'll tell you the other PAC POSITIONS later, I got a lot of typing to do cause there was POWER IN THE HOUSE. First of all from the SPED department was DR. MENINO and PARENT LIAISON FRANCES MARTINEZLPS ADMINISTRATION was represented by DEPUTY SUPERVISOR DR. J/ WARRY and CURRICULUM AND INSTRUCTION DIRECTOR KIMBERLEE POWERS' Talk about star power..The LSC was represented by RICK STARBARD, PATTI CAPANO, and MARIA CARRASCO. The LYNN CITY COUNCIL was represented by HONG NET.

    A regular meeting time of the 1st Monday of every month at the LYNN HOUSING AUTHORITY starting in JAN. from 6-8 was established going forward. SHAWN stressed a willingness to work as a team with the sole purpose of moving forward in a spirit of cooperation.

    Movement is afoot to initiate a RECALL PETITION

    The city's lawyer has said:


    Dear Ms. D’Amico:

    You are correct that to start the process for the recall of an elected official, twenty signatures are required along with a statement of the grounds for the recall.  To effectuate a recall, 15% of total registered voters must sign the petition.  There were 50,604 registered voters at the last election.

    Please be advised that Massachusetts law and not the City Charter requires voters to notify the election office of change of addresses.  Massachusetts has an address based voter identification system.

    Nobody's talking. Strike that I should say defending JOHN FORD'S PROFANE PROCLAMATION. I don't understand.

    I wonder how people with daughters feel about what transpired? Why don't those people take a stand? I would think they would want to stand tall, showing they didn't allow loose language to be let out to tarnish LYNN'S LANGUAGE LEGACY. Still silence is all we hear. (Or is it that"If a tree falls in a forest rouge?")

    Then there is the ITEM on this? To be fair, their lack of coverage probably stems from the fact they've been  too busy raising rates. I've had the luxury of being FREE (don't get me started on FREE CASH) so I have more time to devote to psuedo-journalism.

    PARENTS TO PUSH POSITIVE PRIORITIES

    Lynn Parents Organizing for a Better Education (LPOBE) are delighted to invite you to a COMMUNITY FORUM ON EDUCATION IN LYNN on November 28th from 6-8pm at the Ford School (49 Hollingworth St.). We have been surveying parents all over Lynn about what they love in the Lynn schools and what they would like to change. On November 28th, we will come together with parents, students, educators, concerned residents, and elected officials to share the results of the survey, hear your concerns, and discuss what we can do to ensure Lynn students get the education they deserve.

    OFFICE POLITICS

    Just dropped into my old satellite office on BOSTON STREET to visit an old friend and school stuff came up. It was just kind of a conversation starter. Imagine that, me talking about SCHOOLS.

    ANYWAY...

    we got to talking about the new MARSHALL and site locations. MR. ED came up with a good idea. We should have looked at building somewhere down on UNION STREET down around LYNN COMMUNITY HEALTH. This would went a long way toward revitalizing downtown and would have eliminated a troubled area.

    I know this area would be costly tearing down buildings but it might be worth it.

    YEAH.....

    there is probably some contaminated ground around there (REMEMBER ALL THAT TALK AROUND THE WHITE'S LAUNDRY?) but there was a comment about contamination remediation by the parent rep. on the NEW MARSHALL building committee that the technology exists to make it all safe with plastic liners and such. That is to reassure about worries on BROOKLINE STREET.

    I know we may be past the point of considering site options. MSBA has our proposal, done deal......

    UNLESS....

    the BOND fails.

    BUT....

    there is already all that FREE CASH floatting around the MAYOR'S office from the past two years that well hasn't been all that clearly been accounted for. There is this year's Kennedy finishes $258.5M budget and last's Lynn mayor, council spar on free cash.

    YOU SEE....

    the MAYOR could come and SAVE THE DAY if the voters don't vote for a tax increase.

    JUST THINKING....

    but remember I've got BRAIN DAMAGE.

    Just got a text telling about a COMMUNITY FORUM put on by the LYNN PARENTS ORGANIZING FOR BETTER EDUCATION (LPOBE) on WED. NOV 28 at the FAMOUS FORD SCHOOL.That will be at 7 pm.

    Hey I got a call we are meeting on TUE. night at FORD SCHOOL at 7 pm. It will be good to break bread with my SPED FRIENDS. Oh what trouble we will be able to stir up! Thanks to LPS SPED department for putting out the call.

    FREE RIDE FOR FORD?

    A petition, it may be a forming

    At last Wed. MARSHALL MEETING uberparent JESSE JAEGER brought up a very important concern. That was about TRAFFIC at BROOKLINE STREET. Oh studies were promised and assurances were given that all of the deliveries and heavy trucks happened before 7.

    REALLY?

    I don't know, I really don't. Heck I can't even drive.

    BUT.....

    I have had a little experience with horses and barns and it just seem like we might end up closing doors after the livestock has escaped.

    IT IS NOT JUST WHAT YOU SAY BUT HOW YOU SAY IT

    LPS and DR. LATHAM deserve some praise for having SPANISH translation at Wed. night's MARSHALL MEETING. I know it is a legal requirement and all but that doesn't HAVE to happen. There is always a difference between requiring and enforcing and that was a dilemma we did not have to face.

    Yes, it was a little awkward. The English speaking people were sometimes a little impatient and did not want to wait BUT......they did. Things went a little smoother than last time and hopefully it will be better next time.

    LATHAM TO SWING?

    One of the reasons given at the MARSHALL MEETING for the BROOKLINE STREET site is the lesser number of IMMINENT DOMAIN takings for the current proposal. This proposal is without a small adjacent soccer field which would mean taking six or so more houses.

    The kids will be able to remain in their old school during construction.

    NO SWING SPACE REQUIRED.

    BUT....

    what are we going to do with all those EMPTY buildings?

    You see they are SUPPOSED to vacate COMMERCIAL STREET in JUNE or so to move into the presently VACANT BENNETT STREET property where they will be joined by the SPED DEPT. thereby VACATING BROAD STREET.

    EVENTUALLY....

    MARSHALL will be empty. So, let's recap what's supposed to come to pass:

    In JUNE 2013 2 buildings vacant: COMMERCIAL STREET
                                                        BROAD STREET

    In SEPT 2016 another building VACANT:   MARSHALL MIDDLE SCHOOL

    So it looks like we are going to have some space available so if DR. LATHAM decides not to SWING, is it too late to put in for one of those CASINO licenses?

    I MEAN EDUCATION IN LYNN HAS ALWAYS BEEN SORT OF A GAMBLE.

    I don't know why I'm doing this since NOBODY WHO'S ANYBODY reads my BLOG. Still my daughter and her squad gets to go to FLA for competition and they are trying to raise money for the trip.

    it's NOT just MY daughter and her squad. IT'S three squads from the EAST LYNN POP WARNER BULLDOGS! Now they practice at ENGLISH so LPS will get a lot of positive buzz from this.

    PLUS.....,

    it makes me happy and I write more KINDLY when I am happy....

    You know I've been wondering. Does anybody remember when JUDY came up with all those millions of dollars in FREE cash?

    I think somebody has got some explaining to do.

    We may have a FLUSH rainy day fund, has anybody checked the weather report? I think ourr toilets are overflowing and we are getting a bunch of crap.

    The LYNN YOUTH COUNCIL came before the LSC asking for help with developing programs to help in this area like a resume writing class or a JOB FAIR. Agreements were accepted and promises were made but as usual not much happened.

    SO......

    some students took matters into their own hands. This creative attempt to command attention should be COMMENDED.

    FORD FINISHED FREELOADING?

    Here's how we do it ....

       Recall Petitions--Twenty-five or more voters may file with the board of election commissioners an affidavit containing the name of the officer whose recall is sought and a statement of the grounds upon which the petition is based. If the officer is elected at large, the names on the affidavit shall be from the city at large. If the officer is elected by and from a ward the names on the petition shall be voters of the said ward. The election commissioners shall deliver to the said voters petition blanks demanding said recall, printed forms of which they shall keep available. The blanks may be completed by writing or typewriting; they shall be addressed to the city council; they shall contain the names of the persons who have filed the affidavit and the grounds for recall as stated in the affidavit; they shall demand the election of a successor to the office; and they shall be dated and signed by the board of election commissioners. A copy of the petition shall be kept on file in the office of the election commissioners in a record book maintained for that purpose. The recall petitions shall be returned and filed in the office of the election commissioners within thirty days following the date the petitions were issued, signed by at least fifteen percent of the total number of persons registered to vote as of the date of the preceding city election, if the officer is elected at large and signed by at least fifteen percent of the total number of persons registered to vote in the ward as of the most recent city election, if the officer is elected from a ward.


    The board of election commissioners shall forthwith certify thereon the number of signatures which are names of voters.
