While I am happy for whatever good news LYNN gets on the spending front, it should come with an air of caution. The legislative soltion is DISCRETIONARY and I am also a little concerned that some overzealous lawyer might want to try and SPLIT hairs about what is a PENALTY and what is the actual SHORTFALL in spending.
See they said the PENALTY was only $300,000 whereas the potential reduction included and AND statement. Anywat many thanks to REP. BOB FENNELL for at least trying to do something.
HOWEVER....
I have to actually agree with some of what MAYOR KENNEDY said in one of her recent tirades back at an old LSC meeting. SERIOUS changes need to be made to the FOUNDATION NSS FORMULA. It is an illusion to put the blame entirely on RETIRE TEACHER'S HEALTHCARE. More realistic and pragmatic leeway on allowing the counting of capital improvements and other expenditures.
It's like this, a BAND-AID is only a TEMPORARY fix when the CUT really requires STITCHES!
