"Special needs services, a once non-existent school expense, will cost schools more than $15 million next year." Do we really want to go there? I mean following that line of logic why not bring up the fact we used to have segregated schools. Isn't a little ironically, funny that the lawyer who argeed the case BROWN vs. THE BOARD OF EDUCATION before the Supreme Court was THURGOOD MARSHALL? ITEM, you are too funny.

" the budget is $800,000 more than the spending plan funding schools " This true, sorta. You see, at the same time the budget has been CUT about $700,000 in NON-SALARY expenditures and yeah, there are no layoffs.

"budget will include $2.2 million to meet net school spending" Shady. These monies are part of what could be an unapproved payment devised by the Mayor with the Lt. Governor to satisfy a $17 MILLION arrears in NET SCHOOL SPENDING. The document that proves the existence of said agreement has been asked for many times but has yet to be produced. To make matters worse it sounds to me like they are trying to make the payment of an old debt count toward their present and future obligations.

"If state educators want to boost local efforts to craft a school budget that helps kids, they should develop a formula for reducing net spending obligations by giving the city points toward new school construction" I would agree with this point BUT we are a nation of laws, you can't just pick and choose which one you want to follow. No one gets to make their own rules. There is a process that everyone should and must adhere to.
