Here's what happens when the MAYOR is ABSENT from from doing the job we elected her for. Yes part of that job whether she likes it or not is being CHAIRPERSON of the LSC. Not only was she LATE about 5 or 6 minutes from last night's LSC meeting, she was completely AWOL from the 4 subcommittee/meeting of the whole meetings that preceded it.
In the FINANCE SUB CHUCK tried to lead the others into FANTASY LAND. He got the others to write down a CHRISTMAS list of programs they would like to see at LPS and charged KEVIN MCHUGH, business manager, to come back with a budget that meets all of those needs.
While that may have seemed like a worthy exercise, it was an exercise in futility. I guess I am not the only one with severe brain damage because somebody is suffering some significant memory loss. Wasn't it just LAST YEAR when DR. LATHAM had this nice little budget all finished when the MAYOR pulled a nutty asking where she got those figures from and made her revise it with figures of her own (about $7 million LESS). If you ask me neither one has a good figure to work with but that is another matter.
It is the SOLE responsibility of the MAYOR to provide a number to craft a budget around. Writing letters to SANTA is a waste of time in the REAL world of LPS finances.
Seems that Chuck did a great act - the rest of the budget should circulate the school budget for a change - not first calculate raises to overpaid staff and putting other police and fire promotions through to get them more money. I agree with Chuck - finance the schools first.

According to the charter it is the responsibility of the whole LSC to craft the budget. Unless we live in a communistic city, the mayor should not be the sole dictator.
ReplyDeleteWhile it is true that it is the who school committee theoretically crafts the budget they can only work with the overall number the MAYOR gives them. Practically, then it is only the SUPERINTENDENT that comes up with the budget, members of the school committee can only eliminate monies maybe shift from one line to the other but not actually add new streams of revenue.
