THE TATICS OF TIMING

It's not an accident the budget comes out when schools are empty
So opposition is light as it can be.

With no one around
For disfavor to be found

Rather have concentration on vacation
Than subject the proposition to close examination.

With so few to oppose
It's usually anything goes.

REPRESENTATIVE COSTS

I couldn't help noticing something on the back page of the LSC meeting agenda where the list LPS personnel moves. This page is always absent from the document shared on line. I've made numerous pleas for its inclusion but like many  of my public pleas, they have went unanswered.

Anyway back to what I noticed at the risk of offending a recent political friend, BRIAN LAPIERRE (who has conducted an extremely long and well organized campaign for one of the COUNCILOR-AT-LARGE), A SECOND PAID LEAVE OF ABSENCE (joining BRANDT DUNCAN) was granted to a TEACHER'S UNION official.

I am not going to PRETEND (surprised aren't you?) to know the difference between their JOB DESCRIPTIONS. I just find interesting.

DON'T WORRY, I AM SURE THIS DUPLICATION COUNTS TOWARD NET SCHOOL SPENDING.

MAYOR TO MEET WITH STATE OFFICIALS ON HOW LYNN CAN AVOID BANCRUPTCY

NO REALLY, I'M TELLING THE TRUTH THIS TIME, GO LOOK AT THE RECORDING OF THE MEETING!

No time-frame was given or specifics as to who would be involved but clearly this would be an historic meeting in regards to the future of education in MASSACHUSETTS. As evidenced by the critical state LPS's fiscal health and consequently the city of LYNN, the highly touted LEGISLATIVE FIX to allow for the phase-in of allowing the counting of RETIRED TEACHER'S HEALTH INSURANCE to count toward NET SCHOOL SPENDING was woefully impotent as a resolution to the chronic, underlying problem's.

Somehow  the MAYOR hopes to convince what would have to be a multitude of elected officials to either grant LYNN some special privilege or exemption from the NSS requirements that almost every other district in the state has met. Although I feel confident that she will find little sympathy but a recognition of panic will not only be realized but shared with those officials aligned with the Governor's office charged with the enforcement of spending requirements and execution of penalties due.

STATE TO ASSUME CONTROL OF SCHOOLS NEXT WEEK

A joint task force of official from the OBAMA administration and the state DESE staged a special ops raid on the BENNETT STREET complex to set-up a command and control operation that would allow them to efficiently invade the satellite schools in order that a particular propaganda was proficiently promulgated.

A source deeply embedded in the federal arm of the operation credited the earlier training gained from the JADE HELM 15 operation in Texas for allowing this to be a casualty free mission. It was previously determined from earlier reconnaissance that LPS was particularly vulnerable to take-over thanks to the MAYOR's refusal to adhere to legally mandated funding requirements.

 Teacher's will be herded into the local WALMART, issue camouflage covered #2 pencils and retrained on how to instruct their students to convince their parents and other voting-age adults not to re-elect such an anti-education administration that is so beholden to special interest groups that she is willing to sacrifice the future.

It saddens me to report the sudden political death of a great friend of us here at the WATCH. Of course I am talking about CHUCK. The CITY CORONER (who is employed by the MAYOR by the way) ruled his death an apparent suicide from SELF-INFLICTED stab wounds in the back.

His passing must have sent shock waves through the LSC. a memorial wake will be held down by the dumpster behind DREWICZ but no one is expected to attend because the MAYOR has eyes everywhere.

Remember the JANITORS are employed by the city and NOT LPS!

However on a good note there is a slight chance for CHUCK'S resurrection if and when the MAYOR is ARRESTED for fiscal malfeasance and neglect of her fiduciary responsibilities in regards to the schools.

DEPUTY DETAILS DELIVERED

Super TOP SECRET sources have shared UNCONFIRMED (but often reliable)  info about the hiring of the new DEPUTY SUPERINTENDENT.

IF TRUE, I LOVE WHEN THE RUMOURS I HAD BEEN HEARING TURN OUT TO BE WRONG BECAUSE THEN THE RIGHT THING HAS PROBABLY BEEN DONE!

You see, often times I put stuff out there  to give a heads up that I know where there heads at. It's kind of like carpet bombing before you send in the ground troops. It kind of lessens the resistance when you go finally go in and it helps them keep their mind straight.

Enough with the strategy talk, I might have some very good news. There are some reports that the new DEPUTY will be DR. PATRICK TUTWILER. This has the potential to be a GREAT choice by DR. LATHAM.

First the choice would be MALE breaking up what some (I don't know who) perceive to be an ALL GIRLS CLUB or an OLD GIRLS CLUB (tea anyone?)

Also DR. TUTWILER is black, which alone does not qualify  him, if capable will bring a FRESH perspective to I LPS. imagine over half the students and their parents will appreciate someone who kind of looks like them.

That being said, I did not sit in on the interviews and my copy of his resume must have gotten mixed up in the inter-office mail. Maybe they got my address wrong. My satellite location is 60 Boston Street, right under the arches.

If it turns out to be a bad choice, well my pen only has one color ink and poetry can be painful.

RETIREMENT AHEAD

LPS will be losing the DIRECTOR of SPECIAL ED, DR. CHERYL MENINO. Now I have had nothing but good dealings with her but I realize I am who I am,SQUEAK, SQUEAK. The past couple years at PAC have seen improvement. Granted it can always get  get better but there has been a DRASTIC improvement in the lines of communication with LISA BISHOP at the helm of PAC.

Given the SIGNIFICANT portion SPECIAL ED plays in the budget and the stringent federal laws that accompany the program, everyone should be very concerned about her replacement.

BREAKING NEWS! - ATTORNEY GENERAL TO SEEK INDICTMENT OF MAYOR!

A spokesperson from AG Healy's office reported the following:

Due to Mayor Kennedy of Lynn's belligerent and wanton disregard for the NET SCHOOL SPENDING formula an indictment against her in regards to CHRONIC underfunding of the LYNN PUBLIC SCHOOL system will be sought.

In a related story it was also reported that LSC member CHUCK was arrested for PUBLIC INTOXICATION and flagged fifteen yards for excessive celebration.

You see CHUCK you are, everybody else is not running in this next election and well, everybody else is. So for most it's policy over principle. That's why you were left all alone last night save MARIA. They all have to work with the MAYOR so they willingly drink the Kool-Aid.You though CHUCK you are a duck that is lame, that puts you in a unique and powerful position to fight evil.

I know, I have it. The MAYOR promised to have the REAL numbers by next FRIDAY so hold her to it. Then you juxtapose her pretend reality with your legal fantasy. Take it from me CHUCK, I have a lot of experience in court dealing with crazy people.

THE MAYOR SPANKS CHUCK TONIGHT

Even though I get no response when I sent the MAYOR the warnings about CHUCK'S intention to go all commando solo on the budget, evidently after witnessing her response to the proposed fantasy budget she must have been reading them. So this BUDGET on the BLINDSIDE was not only DOA it never even got started.

I almost feel kind of sorry for ole CHUCK. I warned about the members of the LSC not having the fortitude to fight along side him for full funding of the schools. The MAYOR was successful again to intimidate most of the other members to go along with her WRONG interpretation of the law. Now it's not me who's saying she's wrong, it's the DESE.

However I believe the culture of state government, while they might agree she is technically wrong, there will not be any prosecution (which is an executive action). I challenged the other members tonight to stick to their guns but except for MARIA the others wimped out.

Sorry charlie! i tried to warn you. That's just not how the system works.


MY MEMORIAL DAY ISN'T OVER YET

As I visited FORD SCHOOL today with a friend for support I passed by the adjacent graveyard that was once an AWARD WINNING garden. The images of childhood dreams of never before accomplishments and achievements are ghosts left behind, victims of personal persecution. Echoes of children's laughter silenced relegated to the memories of community involvement.

All that remain are corpses of structures that once helped bring forth blossoming vegetation that grows and actively participates in the circle of life. Sadly the HIGHLANDS COALITION INTERNATIONAL garden has a new,probably permanent stage in that circle. It's called DEATH.

What was once an extended family has been distended into yesterday's future that will soon look nothing like tomorrow's past. To move successfully into the modern world we need to be able to learn how to grow a relationship with our neighbors, the ones we are supposed to love.

NO DISSING OF RESPECT DUE

Had a brief relatively good but not all good visit at FORD SCHOOL this morning. I tagged along with an old friend who had been volunteering at that school for some 25 years. Until this year that is. You know with the changes going on with the principles of new princiPALS and all, it has not been the MOST welcoming of environments.

Upon our arrival to wish a belated birthday wish to an old friend (innocent enough) we were immediately sent to the princiPAL's office for a real sit down meet & greet. So nice of her to take time out of her busy schedule to meet with us common folk.

Quickly my friend steer our little parley with the new chief into a discussion about the requirements of and the need for volunteers. To be honest,  the conversation seemed a little stiff but professional. While there really no opportunities for that kind of thing now (end of year and all), next year was not ruled out. Understandably coming in the middle of the year and all, this princiPAL  needs to get her bearings and ASSESS the situation. THAT CERTAIN TIME LAG IS THE NECESSARY COST OF BRINGING SOMEONE IN FROM THE OUTSIDE.You got to take the good with the bad.

Even though the POTENTIAL need for volunteers for next fall was not ruled out and my friend was told it would be okay if he wanted to check back in the fall, NO GUARANTEES of opportunities were promised.


WAIT UNTIL THESE PEOPLE SEE THE HAVOC THIS UPCOMING BUDGET WILL CAUSE, LOL.

North Shore Labor Council Holding Conference on Public Education Saturday


NORTH SHORE LABOR COUNCIL’S 2015
EDUCATIONAL CONFERENCE-SATURDAY MAY 30th
On Saturday May 30th, the North shore Labor Council, a coalition of 50 North Shore Labor unions representing 18,000 members, will be holding its 2015 Educational Conference. Title-Our Communities Under attack and Fighting Back, residents of the North Shore can learn about the attacks on public services within their home towns and cities and how to fight back to defend and restore these vital public services in their communities. The Conference will offer workshops covering topics as keeping public schools public, immigration,TRADE/TPP, fight for $15 and environmental issues, several will be in bilingual translation. In the morning, a plenary session on Fighting for Public Services will feature union members speaking on Public Education, Public Transit, Public Health services and the Post Office along with a speaker from a senior citizen group. A panel of activists and union members, in the afternoon, will discuss and offer ways for participants to fight back against these attacks, affecting their communities.
TheEDUCATIONAL Conference will be held at the Torigian Community Life Center at 79 Central Street in Peabody, It will start with coffee and registration from 8:30-9A.M., to be followed by workshops, a plenary and speakers from 9 A.M.-3 P.M. There will be bilingual translation available as well as childcare services. The cost is $15, with lunch be provided. I am definitely NOT a charter school fan as expressed in countless arguments in this blog. That being said, they are here, and DR. LATHAM and her friends (Surely I must be counted as one.) better prepare for what's coming soon.

Instead crying about a false and faulty argument about space (Come on now no matter whether the kids are in LPS or KIPP they occupy the same space and it appears KIPP is better at finding it even when it is only sloppy seconds.) but we all know it's really about money (Ch 70 and Title I follow the student) and who gets to spend it.

The REAL question I want to know is how KIPP  built a school so fast that houses 200 less than the new MARSHALL for almost 1/5 the cost without taking 40 YEARS.

See it's more than just some the potential of some creep getting closeups of kids. If that's not bad enough attacks from the sky are a reality. We maintain NO FLY ZONES over parts of the MIDDLE EAST but not over MIDDLE SCHOOLS?

I don't know who would have the authority to enact such a SAFETY ZONE but we need to start addressing the problem now before we have photos on some risque web site or bloodshed in a parking lot.

When it was brought to the WATCH'S attention, letters were written. No one save RICK STARBARD responded. Well some comforting words were said yet I noticed the subject wasn't on the agenda for this THURSDAY'S LSC meeting.

PAYING RESPECT

Having went to another MEMORIAL DAY parade I continue to be amazed by the precision, pomp and circumstance of the LYNN ENGLISH JROTC. The LPS started things off just ahead of the LSC representatives, CHARLIE GALLO, RICK STARBARD, and MARIA CARRASCO. Sadly once again the MAYOR was MIA.

IT'S GOOD TO PAY RESPECT AND TO REMEMBER WHY WE ARE FREE TO LEARN FREE.

MISSING FROM THE MEETING, CALLING ON CHUCK TO CHECK IT OUT

Below is the agenda for the upcoming LSC meeting this Thur. night. As I peruse down the text I notice what appears to me to be a glaring omission as one who WATCHs these circus proceedings. What could that be you might ask?

Well you see way back a couple of meetings ago there was this BIG push by our bestest friend CHUCK to get LPS to come up with a WANTS as NEEDS budget and BUSINESS MANAGER KEVIN MCHUGH was charged with producing this fairy tale of a budget and to have it for the MAY 28th meeting. You don't have to believe me, go to the archives for yourselves and check it out. It should be in the FINANCE SUBCOMMITTEE meeting.

Now I have been warning about what a FARCE this request was because the way the BUDGETARY PROCESS works the MAYOR alone can set the AMOUNT of the city's contribution.

YOU CAN ASK SANTA FOR ANYTHING YOU WANT, DOESN'T MEAN YOU WILL GET IT.
(Then again maybe the best part for him is sitting on SANTA'S lap)


Now it's fair to say CHUCK gets a LITTLE HOT under the collar when called out!


  • Stanley WotringI have NO DOUBT you are right in repeating what was conveyed to you. However as we learned last year. Dr. Latham does not have control of what goes into the budget as illustrated when she had to cut 7 million from her proposed budget after the MAYOR gave her the number for the city's contribution. That is why I have been pointing out that attempts by certain committee members to have the school dept. compose a budget comprised of wish lists whether they be "wants" or "needs" is a colossal waste of time until we hear from the Mayor what will be available.

  • Stanley Wotring Lol, now now. Please though tell me I'm wrong about the REAL budgetary process. You see when I waste time I follow the LAW. Everyone will see how this plays out. I got no political aspirations, I call out everyone.
  • Stanley WotringWell Charlie let me focus my accusation a little. It would NOT be a waste of time if it was framed as an educational exercise into what is needed however blindsiding the MAYOR when it is well known that the ACTUAL control of the budget is hers not anyone on the committee or even the committee as a whole. Not that I am a big fan of the Mayor preparing a PROPOSED budget before you are told the actual numbers you have to work with seems to me to be political wrangling with the students of LPS as victims. If LPS is in posssession of the final number then fine, at least it will be constructive,

Now I have been making sure the MAYOR'S OFFICE has been getting a copy of the  warnings from the WATCH but I have been getting NO RESPONSE, big surprise there.

Now if you NOTICE in the NOTICE for the meeting there is no mention of any FANTASY budget on the agenda,

WHY IS THAT?
