LYNN'S PROPOSED HOME RULE PETITION

Dear Sen. McGee, Rep. Crighton, and Rep. Cahill,
As I am sure you are aware, the city of Lynn has chosen to put forth before you a request for a Home Rule petition that would allow the shifting of custodial employees currently under the employment of the "city" to be shifted directly under the jurisdiction of the Lynn School Department. The initial reason given is a worthy one that being an attempt to capture the cost of heath insurance making it eligible to count toward Net School Spending.
I am sure I don't need to remind you of the complicated formulas for allowable expenditures or the trouble the city of Lynn has had making its required contributions. It appears that what would seemed to be a simple shifting of obligations on paper would be a net zero  transaction has not turned out that way with some questions about resources.
While the Lynn School Committee and I personally like the control of these employees being under the school department's jurisdiction, I also share with the LSC's misgivings about the way this petition was crafted. Because they got to have no input into the legislation, they voted almost unanimously (with the Mayor casting the only negative vote) to be against this petition.
Given their position, I would think it both inappropriate and irresponsible for you to vote in favor of this proposal in its current form. Thank you for your time and consideration. I look forward to what I hope to be a positive resolution.
