Clarification on Net School Spending

Dear Mayor and Lynn School Committee,
Good morning! I just have a quick question. If we met or exceeded 100% Net
School Spending last year and our money owed to the DESE is all old debt then
why did the amount owed mushroom so much an so quickly. Both myself and I am
sure my readers would appreciate some clarification on this issue.
