DOLLAR DAZE IV - DEPUTY TITLE TWIST

When I saw this I almost fell off my chair laughing! Can someone PLEASE explain to me the rationalization that allowed for the payment of .3 of a DEPUTY SUPERINTENDENT'S position out of TITLE I funds yet it was INAPPROPRIATE to pay for a teacher a couple hours a week to teach ESL classes at night school to family members at FORD SCHOOL at night that helped hundreds of people? And there is that clause in TITLE I about a certain percentage of  TITLE I money being devoted to parental support.
