Dear City Councilmen, School Committee members, and other concerned citizens,
Please explain to me how that while the city charter requires anything over a $4 million
obligation to a bond is required to be put to a vote before the citizens yet the Mayor has
chosen to negotiate at least a $15 million liability in relative secrecy? The implications of
such brazen disregard for transparency even if covered by some legal loophole is deeply
disturbing.
I know I, along with many of my readers look forward to your response.
Sincerely,
Stanley H. Wotring, Jr.

I am having Jim Lamanna from our legal department put together an explanation of what
is and what is not permitted with respect and bonding and incurring other types of debts.
He should be responding to you directly.
Thanks,
Dan
