Well DONNA you were kinda right but then again you were definitely wrong. Okay, I would bet you are right about the fact that nobody came to the committee and asked you for money for those two new PROGRAM SPECIALIST positions. They were probably funded out of some semi-secret slush fund or a latent loose line item.

Granted you may not have know what was happening because of the aforementioned communication crisis, however I seemed to remember them being paraded before you at a meeting earlier this year. A quick look at the archives will confirm or deny it.

The question then becomes whether or not DR. LATHAM had the authority to do so unilaterally.

Either way, you are right to be concerned.
