Not only is the DIRECTOR of the PARENT INFORMATION CENTER only a PART-TIME position (since the current one also heads the TRANSPORTATION department) but they are actually losing a position (STUDENT ASSIGNMENT MANAGER) resulting in a reduction of about $80,000 in that part of the budget.
Tell me how you can complain about the influx of new students and the lack of parental involvement and at the same time complain about it.

DOLLAR DAZE IV - SHUT OFF THE SYPHON

TOTAL $10.5,000,000
Let those numbers sink into you for a moment. Now the TOTAL 2016 budget is only $136,000,000. So that works out to be about 8% of the ENTIRE budget spent on somewhere around 150 kids that must be sent elsewhere because LPS can not provide them with the REASONABLE and APPROPRIATE education that they are entitled to by law.
This cost is roughly the same year after year.It just seems to me for that amount of money we could be developing our own programs where we save and recapture some of that money. Not to mention, everybody feels more comfortable at home.
Now I wish I could take credit for this idea but honestly it wasn't my original thought. Outgoing LSC member RICK STARBARD has been sing this song for a few years. Looking at the numbers for the past few years, it appears that no one at LPS cared much for the music.

LPS budgets $68,000 for a READING teacher at ST. PIUS and $31,000 for a PARA at SACRED HEART. How is this legal you may ask?
It is, I guess, because it is paid for out of TITLE 1 grant money and ell all you got to be is poor and money from this grant follows the student whether it's LPS, a private school, or that quasi-public one called KIPP.

I was glad to see that the line on the SPED page for PAC expenses was funded at $1000 again. This is kind of personally since I've been nominated to be TREASURER next year and since I'm the only one nominate hopefully I won't lose this election.
I'm not really good at all with money and stuff but they promised me I wouldn't have to do math. How it's worked the past couple of years, the SPED DIRECTOR has arranged for the booking of outside speakers and such which has worked out pretty well. In fact, it has been running as smooth as ever.
The big problem though is retirement of the SPED DIRECTOR and I don't know who is going to replace her. With no job posting I don't know if they are even going to replace her. There are rumours that I can neither confirm nor deny but if you ask real nice I can make something up. What did I get myself into?

DOLLAR DAZE IV - DIRECTIONS TO MY WAY
So the LSC is waiting until JULY 16 to get answers from CFO CARON on NSS? It pretty much doesn't matter what he has to say because the timeliness of the answers pretty much makes them irrelevant. You see a 2016 LPS budget will have to be passed soon after because a PUBLIC HEARING will have to be held 30 days after approval.
Check your calenders, that doesn't leave much time for examination or digestion of what you will be fed. JUDY will strongarm the LSC into accepting her version of fiscal reality. Consequences be damned,

Funny thing about budgets, they can hide about anything anywhere. Sometimes to me it just seems there' no RHYME nor REASON. And I ought to know being a poet and all.
You see there is this line on the SUPERINTENDENT'S page for NEWSLETTERS. Now at first I thought it was for subscriptions but then I figure you can get a TV Guide or Ladies Home Journal a heck of a lot cheaper than the $30,000 they had budgeted for last year.
Then it hit me, I bet that's where they pay for the

DOLLAR DAZE IV - SOMETIMES YOU HAVE TO PAY FOR WHAT YOU GOT
The FY16 LPS budget has risen 8 MILLION dollars over FY15. Salary gobbed up about 60% of that raise. On closer inspection if I am right and I think I am, we also LOST 2.7 MILLION dollars in GRANTS (I refer you to the last page of the FY16 budget where you'll find the summary sheet). That means 32 positions that were paid for out of GRANTS lat year had to be absorbed by LPS, for example the WRAP-AROUND ZONE coordinator.

DOLLAR DAZE IV - DEPUTY TITLE TWIST
When I saw this I almost fell off my chair laughing! Can someone PLEASE explain to me the rationalization that allowed for the payment of .3 of a DEPUTY SUPERINTENDENT'S position out of TITLE I funds yet it was INAPPROPRIATE to pay for a teacher a couple hours a week to teach ESL classes at night school to family members at FORD SCHOOL at night that helped hundreds of people? And there is that clause in TITLE I about a certain percentage of TITLE I money being devoted to parental support.

DOLLAR DAZE IV - ACCOUNTING ALCHEMY
From all I've heard from multiple sources, see some people do like to talk to me they just don't want to be seen with me, KNOWATOM is dead despite some impressive MCAS gains in the Science portion. I would suggest the critical thinking skills learned in the intensive STEM presentations are responsible for gains in other areas. As I am sure those people with all those fancy degrees know, you have to learn how to learn.
Well I have heard KNOWATOM is just too expensive for LPS. Okay......well then explain to me why on the line for ELEMENTARY SCIENCE is the same as last year? What's up with that? Is that the cost of Asst. Director of Curriculum's much anticipated POWERPOINT replacement of KNOWATOM? Or is it just some vague SCIENCE SLUSH FUND.

The June 30th deadline has come and passed and to my knowledge, no
re-payment has been worked out to resolve with the Net School Spending

What I find most troubling about this ordeal is the Mayor's brazen attempts to
circumvent the city charter by almost taking it upon herself to single handedly
conduct the business of the Lynn Public Schools. Were any of you invited to
attend this supposed meeting with Lt. Governor Karen Polito? No matter

Almost equally as troubling is the mostly passive surrender of the Lynn
School Committee that has allowed the Mayor to marginalize, as member
Charlie Gallo in a recent meeting stated, their sworn duty.

Dear Mayor Kennedy,
At last Thursday night's Lynn School Committee hearing you promised LSC
member Donna Coppola that CFO Caron would report on the current status of
Lynn's NSS situation to assure them that we are not in any impending danger
for not having worked out a repayment plan that the DESE can sign off on by
June 30th of this fiscal year. Since we will not be having any scheduled open
meetings until the July 16th Special Meeting of the Whole I am hereby requesting
that you or your designee contact me in writing regarding this matter.
Due to the millions of dollars involved, I am sure you can appreciate my concerns
for the fiscal well being of our city. I look forward to hearing from you for not only my
personal peace of mind but also to ease the concerns of my many readers. Thank you.
