AFTER MUCH NOISE, COMMITTEE PASSES SCHOOL BUDGET
A couple of things,
That $18 K mentioned below is paid to the same company that employs the "journalist" that wrote this story.
$18,000 — the amount that would fund the program — from the superintendent’s public relations account.
Also that same company is paid an additional tens of thousands of dollars to produce two public relations type magazine, "THE EDUCATOR" which I saw piles of last night because the last copy was delivered too late in the school year to be distributed properly.
PLUS, doesn't it make you a wee bit ccurious why they choose to go with a picture of city hall to go with this story? The meeting was held at 100 BENNETT STREET at the LPS ADMINISTRATION BUILDING.
I don't know maybe they were hoping for a mayoral sighting since she was absent from this important meeting.
PATTI CAPANO, the vice-chair, apologized for the mayor's absence from this crucial meeting, citing a conflicting commitment. Honestly though, there are only a couple of excuses that might be valid (death or family emergency and of course if there was the need to give a sworn deposition in some ongoing criminal investigation)
Too much was at stake to passingly excuse her absence. Why she was being DERELICT (interesting choice of words) in her duties,

THE MAYOR'S NEW ATM IS SPELLED LPS
The state just sent LYNN $3.7 million in Ch. 70 to help offset the reductions in reimbursements due to their redfinition of what it means to be poor. As of right now LPS can expect to receive $0 of that I've been told the city plans to use that money to pay health insurance premiums.
I understand there is in the works a tightening in the language at the state level to prevent at least some of the pillage and plundering of the school system by certain city officials.
IS THE MAYOR IN THE WITNESS PROTECTION PROGRAM?
As LYNN is spiraling toward economic disaster JUDY was absent yet again from another school committee meeting any not just any meeting but one where the FY 17 budget was being voted on, not to mention the public hearing that proceeded it (to be totally honest other than a reporter from the ITEM, I was the only one in the audience).
There were many heated discussions about the shortfalls in this budget particularly the lack of any afterschool programs in the budget. DONNA COPPOLA backed by MARIA CARRASSCO to not pass or table next year's budget and almost proceeded but the swing vote in this case, LORRAINE GATELY was persuaded to vote on its passage after receiving assurances from DR. LATHAM that she would look into the matter and TRY to come up with a pilot program or something. Based on past history LORRAINE I wouldn't be too confident. What I am CONFIDENT of MRS, GATELY is this bridge I've got to sell you.
What amazes me is how before last year's budget was passed everybody was confidently spounting out percentages of NET SCHOOL SPENDING that the budget would hit or meet. This year all anyone could say was we won't know anything until October so we have NO idea if we are at 100. %, 95%, or 80%. Want to bet which number we're closest to?
Perhaps the MAYOR was absent because she was licking her wounds from an earlier meeting that was held at the state level with representatives from the ATTORNEY GENERAL, STATE TREASURY DEPARTMENT, and I believe the SECRETARY OF STATE'S OFFICE where the city was roasted on its precarious financial postion.(I hate to bring it up but I did talk to two of those three by phone a little earlier)
It would seem this NET SCHOOL SPENDING issue is starting to constrict the noose a little tighter around the financial neck of our leader. Still she is negotiating raises with certain city empolyees that set the bar going forward for certain bankruptcy.

While they claim it’s great for parents to have choice, they say it’s not so great that charter schools “rob” money from traditional schools.

Most Honorable Mayor JUDY may SAY one thing -
Mayor Judith Flanagan Kennedy and the City Council may have their disagreements, but they’re on the same page when it comes to the controversial alternative public schools. While they claim it’s great for parents to have choice, they say it’s not so great that charter schools “rob” money from traditional schools.
“I agree with giving parents a choice and it makes everyone perform to their highest level, but I don’t like the formula for funding because it takes more than $1 million from our school budget,” said Kennedy. “We are still required to serve every child that comes through our door, but we lose money to the charter school when they take away children whom they have selected.”
But given two opportunities to TAKE a stand against her friend MR. BAKER and signing a resolution from either the LYNN SCHOOL COMMITTEE expressing opposition to removing the CAP on CHARTER SCHOOLS
or one from CITY COUNCIL expressing that same opposition
Somehow she forgot to sign. So what are we to believe her TRUE position is?
