Over the years there has been plenty of programs over at KERWIN CIRCLE. So I would guess there have been plenty of LPS people on the scene over the years. Usually such people are trained or should be trained to be suspicious of such activity. Maybe some training is needed to avoid such a tragedy in the future. Many, many such crimes go unreported.
