IT CAN HAPPEN HERE

Recently I was talking with a parent of a SPED student about the GRAVE fears I have about the FEDERAL direction of EDUCATION in particularly in regards to certain GUARANTEED services. Whileshe shared the concern, she felt, "Hey we're in MA, we are safe from all that".

Sadly, I did not share that optimism. SPED services ARE expensive and a reduction in them and the protections they provide are easy targets. ase in point from a BOSTON GLOBE article on 3/15:

The MBTA is federally required to provide door-to-door service within certain areas around bus and subway stops, but currently provides, for a higher price, trips that go beyond those areas through The Ride. The MBTA proposal would eliminate trips that are three-fourths of a mile away from bus and subways stops, affecting areas in a dozen suburbs, including Concord, Topsfield, and Medfield.
Cuts to The Ride would affect about 8,000 people and more than 200,000 trips, the MBTA estimated.
The Ride’s expense has made it a frequent target of budget cuts. The board has met with advocates to study ways to reduce costs and recently implemented a program using Uber and Lyft rides to supplement service.

There is no debate about the expense. However I think it is a matter of CIVIL RIGHTS but hey I am maybe not completely objective here. It's not so much I mind the argument, it's the hypocrisy, it's the failure to confront the issue and say what is really happening. It would be interesting to know our REPUBLICAN Mayor who IS a former RIDE driver and Chair of the LSC opinion is on this matter, It may well be a harbinger of her stance on cuts to federal aid and direction on education matters. These fears are behind my unwillingness to support the building of new schools. I am just not sure the money will be there and guess who be footing the bill.

Don’t bury Lynn’s future: Vote yes on schools

For me what puts me in opposition to this opinion is the combination of the city's poor financial state and the REAL uncertainty of whether the promised government monies will be there.

 An attempt to be fair and balanced in the article YET  the ITEM chose to run a YES voting picture? Looks like I am not the only one a little off kilter!

LYNN'S PROPOSED HOME RULE PETITION

Dear Sen. McGee, Rep. Crighton, and Rep. Cahill,

As I am sure you are aware, the city of Lynn has chosen to put forth before you a request for a Home Rule petition that would allow the shifting of custodial employees currently under the employment of the "city" to be shifted directly under the jurisdiction of the Lynn School Department. The initial reason given is a worthy one that being an attempt to capture the cost of heath insurance making it eligible to count toward Net School Spending.

I am sure I don't need to remind you of the complicated formulas for allowable expenditures or the trouble the city of Lynn has had making its required contributions. It appears that what would seemed to be a simple shifting of obligations on paper would be a net zero  transaction has not turned out that way with some questions about resources.

While the Lynn School Committee and I personally like the control of these employees being under the school department's jurisdiction, I also share with the LSC's misgivings about the way this petition was crafted. Because they got to have no input into the legislation, they voted almost unanimously (with the Mayor casting the only negative vote) to be against this petition.

Given their position, I would think it both inappropriate and irresponsible for you to vote in favor of this proposal in its current form. Thank you for your time and consideration. I look forward to what I hope to be a positive resolution.

TACKLING THE TWO-STEP CAN BE TAXING

BEFORE YOU VOTE TO SPEND $188 MILLION

This post I stole illustrates the point I have been trying to make in regards to the new school buildings. I am worried the money won't be there after we may be forced to cover what was thought to be basic programs. Plus the student population may be reduced once different groups are peeled off dividing up the existing CHAPTER 70 money.

Sad day for public education in the United States. The U.S. House of Representatives has introduced Bill 610. This bill will effectively start the school voucher system to be used by children ages 5 to 17, and starts the de-funding process of public schools.
The bill will eliminate the Elementary and Secondary Education Act (ESSA) of 1965 which is the nation's educational law and provides equal opportunity in education. It is a comprehensive program that covers programs for struggling learners, AP classes, ESL classes, classes for minorities such as Native Americans, Rural Education, Education for the Homeless, School Safety (Gun-Free schools), Monitoring and Compliance and Federal Accountability Programs.
The bill also abolishes the Nutritional Act of 2012 (No Hungry Kids Act) which provides nutritional standards in school breakfast and lunch. For our most vulnerable, this may be the ONLY nutritious food they have in a day.
The bill has no wording whatsoever protecting special needs kids, no mention of IDEA and FAPE.
Some things the Elementary and Secondary Education Act (ESSA) of 1965 does for Children with Disabilities:
-ensures access to the general education curriculum
-ensures access to accommodations on assessments
-ensures concepts of Universal Design for Learning
-includes provisions that require local education agencies to provide evidence-based interventions in schools with consistently underperforming subgroups
-requires states in Title I plans to address how they will improve conditions for learning including reducing incidents of bullying and harassment in schools, overuse of discipline practices and reduce the use of aversive behavioral interventions (such as restraints and seclusion).
Please call your representative and ask him/her to vote NO on House Bill 610 (HR 610) introduced by three Republican reps.
