WHY 2 1/2 MAY NOT BE ENOIGH

House Bill 610 has been introduced.
This bill will effectively start the school voucher system to be used by children ages 5-17, and starts the defunding process of public schools.
The bill will eliminate the ELEMENTARY AND SECONDARY EDUCATION ACT (ESEA) of 1965, which is the nation's educational law and provides equal opportunity in education.
ESEA is a comprehensive program that covers programs for struggling learners, AP classes, ESL classes, classes for minorities such as Native Americans, Rural Education, Education for the Homeless, School Safety (Gun-Free schools), Monitoring and Compliance and Federal Accountability Programs.
House Bill 610 would also abolish the NATIONAL SCHOOL LUNCH PROGRAM of 1966 and the NUTRITIONAL ACT of 2012 (No Hungry Kids Act) which provides nutritional standards in school breakfast and lunch. For our most vulnerable, this may be the ONLY nutritious food they have in a day.
The bill has no wording whatsoever protecting special needs kids, no mention of IDEA and FAPE (Disability focus and Free Education focus).
Some things ESEA does for Children with Disabilities
-Ensures access to the general education curriculum.
-Ensures access to accommodations on assessments.
-Ensures concepts of Universal Design for Learning
-Includes provisions that require local education agencies to provide evidence-based interventions in schools with consistently underperforming subgroups.
-Requires states in Title I plans to address how they will improve conditions for learning including reducing incidents of bullying and harassment in schools, overuse of discipline practices and reduce the use of aversive behavioral interventions (such as restraints and seclusion).
Please call your representative and ask him/her to vote NO on House Bill 610 (HR 610).

NOW THAT'S A BIT AWKWARD
No one argues the need. In fact many would say this move is long overdue. The timing of this announcement of the growth a a plumb job is not the best. Does anyone else feel a little uneasy to find this out a week BEFORE they want voters to approve a Prop 2 1/2 override? Not only that, shouldn't such a person have been involved in new school or schools? We are talking about 25 years of tax increases and$200 million of capital improvements to the city.

bullies in our midst as you know... My question reads below...
Can I ask as a taxpayer and parent how should the voters of Lynn
trust the judgment and decision making of the Lynn Administration and
the Lynn School Committee concerning the need for a proposition 2 1/2
override in order to construct two more middle schools at the cost of
over $280 million when these same officials chose not to appropriately
address and ignore egregious conduct unbecoming certain school employees
at the school, to say the least. How can we think they are going to
act honestly and in our best interest on such a matter when they turned a
blinds eye, made excuses and covered up offenses of those who exploit
their jobs, instead of taking appropriate action to protect affected
staff, students and taxpayers?? How can we trust them with this? The
answer is obviously no.
She probably got the overly inflated number from the same source as the alleged presidential wiretaps but this person does reminds us of scandals of affairs and arrests of days past at the school. How comfortable does everyone feel about trusting these people with your tax burden (not me, I'm poor. I am a burden.) Not to mention these things were quietly swept under the rug.

CLASSICAL has a new ASSISTANT ATHLETIC DIRECTOR and it is CATHY ELLIS. Hmm, I am sure no relation but my VOLLEYBALL professor (FUNNY NOW PICTURING ME ABOVE THE NET SPIKING THE BALL)was HANK ELLIS in college. They even named the baseball field after him.

FIGHTING THE SHACKLES
I know I've kinda took a little sabbatical. My fingers have been away from the pulse so to speak. Going to the SPECIAL ED PAC meeting last night got me wondering.
Just what has been happening with the DIRECTOR OF SPECIAL ED position? As usual JESSICA MCGLUAGHLIN was there doing her usual stellar job. Last night she did not introduce herself as ACTING DIRECTOR OF SPECIAL ED but rather as her old position as ASSISTANT DIRECTOR OF SPECIAL EDUCATION.
Now correct me if I am wrong but I believe in order to be an ASSISTANT DIRECTOR requires that there be a DIRECTOR. I know there were interviews for the position a while back. I saw them posted. Has there been a decision?
In this extremely chaotic and perilous time nationally, we are in desperate need of firm leadership and a steady champion to fight for and protect the rights of this population.

CONTROLLED THINKING AT PAC
We had probably the largest crowd we ever had at PAC tonight and we got to witness an excellent presentation from two counselors who worked at Facteau Leary. It was on "MINDFULNESS" which was sort of like what we used to call MEDITATION.
It's all about concentrating on calmness and being present, aware of your surroundings. Experiancing them without judging them. Individuals are empowered to learn to control their reactions to their surriundings since everyone's control of their actual surroundings may be limited.
These are tools that everyone has all the time, it just takes time and effort to develop them.

This is part of the reason I am against taking on a $188 million obligation to build a new school right now. Even of the world is not literally blown to pieces or our our country annexed by Russia in the next few months. chaos in the educational environment is impending. I am not at all confident even STATE money will be there going forward.
I think there may well be multiple monies being siphoned off (public,charter, voucher) a dwindling pot of resources. At least we won't have to worry about being land poor if we are money poor. It's time for a new approach to education. Like I've said before, "The educational landscape is changing".

ELEPHANT HUNTING
At the special meeting of the LSC last Thursday night member MARIA CARRASCO brought to the attention of the LSC the fears and concerns surrounding our immigrant student population, particularly the undocumented ones or who's parents fall in that category. Knives had to be pulled out to cut through the tension. No matter what side of the issue one fell on, everybody looked uncomfortable talking about it.
Apparently DR. LATHAM has held a meeting with the ACTING POLICE CHIEF at FACTEAU LEARY to address the concerns of our UNACCOMPANIED MINORS. I gather depending on your perspective whether or not that meeting was helpful. Anyway, not surprisingly it didn't generate a lot of questions from the audience.
LSC member DONNA COPPOLA was looking for some kind of assurances that could be offered to our students that they are safe from ICE while in school. While DOC. LATHAM tried to assure that that an ICE related arrest wouldn't happen, she was reminded that in this unstable environment that statement could not be guaranteed. The fact of the matter is any policy of the LSC would be subservient to the laws pertaining to ICE's authority.
To try and provide some comfort DR. LATHAM will be meeting with Lynn's ACTING POLICE CHIEF to draft a letter to be sent home outlining the schools policy and position on this issue.
It seemed to me that the MAYOR did not want to take a strong stance on this issue. That did not come as much of a surprise to me given her attendance at the inauguration of the originator of this problem.

am no longer a resident of Lynn, so I will not be impacted at all by
the results of the school vote and I am not for or against the vote.
That said, it is shocking how misinformed and uneducated so many Lynn
voters are on the topic and the financial standing of the city in
general. So many of the hundreds of posts and comments I have read are
from people who believe building the two new schools will resolve and
end overcrowding in LPS. This simply will not happen. So many voters
are convinced redistricting will not occur and their children will not
be bussed to any other school. They are completely unaware about the
financial disaster the city is currently in and the fact that the Mayor
has failed to meet the city's NSS obligation for years causing the state
to step in and issue more than one warning that several millions of
dollars of essential state educational aid would be withheld as a
result. The latest warning stated $11 million would be withheld. The
city is unable to currently meet all of its financial obligations, but
expects voters to believe it will be able to catch up on those
obligations and pay an additional $91 million. What shocks me is that
so many voters do actually believe the city will. The city is claiming
homeowners will only see a $200 increase in their tax bill for the next
25 years. Yet the Mayor just announced seniors will get a break from
that, so who is paying their share? Remember the Mayor promised there
would not be an increase in taxes when Marshall was built, but to my
knowledge there was (not right away of course because that would look
suspicious 
😉).

taxpayers will be in for a surprise and will be left with nothing to do
but pay. Newly assessed values or some other excuse will be used of
course, not the debt from building the new schools and past due debts. I
hear and see so much outrage over the location of one of the schools.

be the least of your problems, you wait and see.

A good argument is made for the need for the two new schools. There is really no debate here Toward the end of the program I found some interesting caveats.
1).If the vote passes and the city "gives" half of the disputed land to the cemetery commission, they mav to come up with a sizeable portion of money to buy a piece of what they think they think they already own,
2). A future Tracy may be on hold for a while why we pay off 3 middle schools but when it does happen it could well also be on the Parkland Ave. site.
3). Joining in the traffic tie up may also be a future senior center for all those freshly bribed seniors with the promise of a tax exemption. Where will all this money come from? Any guesses?
