NAVS GET SCHOOLED
| BRICKETT was the first school to show up for today's game! |
Once again the NAVIGATORS hosted SCHOOL DAY with guest from all the 5th grade classes in Lynn who were joined by some SALEM WITCHES and students from the PROCTOR whose band mot only payed the STAR-SPANGLED BANNER but also entertained the crowd with some traditional songs.
This is the fourth year for this special day that was started when DR. LATHAM accepted NAVS' GM BILL TERLECKY of free tickets to a game for LPS students when the new ownership took over. I had asked LSC member DONNA COPPOLA to put BILL on an LSC agenda so he could make his pitch and well the rest has been some good history. Of course my suggestion was a little self-serving, you see, my daughter ASIAH, who went to the old MARSHALL at the time sang the National Anthem for the first school day which was just an exhibition game at the time. Today's and subsequent games have been regular games with regular FCBL opponents.
The first pitch for today's contest was thrown out by new LSC member and former collegiate wrestler, ATTORNEY JARED NICHOLSON
ATTORNEY NICHOLSON is seen before the pitch talking to NAVS GM BILL TERLECKY presumably discussing signals.
Unfortunately the NAVS lost today's contest 6-0 to the NASHUA SILVER KNIGHTS but a few student fans were winners of more than Frisbees, a few shirts, and some soft baseballs. Everyone got a chance to relax and celebrate the spring after a year of rigorous testing. From the start of this now annual event this was DR. LATHAM'S plan all along.
Of course, CHOMPS was in the house.
THE PROMOTION PARADE CONTINUES
What started out as a little recognition of the great accomplishment of two 4th grade Sisson students, FRANCISCO MORALES, JR and JHANDEL GERMAN in the WATCH (we were first to break the story I might add) for achieving ALL AMERICAN status and participating in a special BLACKLIGHT TV ALL AMERICAN GAME on MAY 30 has led to a color picture in the ITEM an now this:

Net School Spending Agreement
maudley@lynnma.gov
Dear Ms. Audley,
Having been in contact with both the Civil Rights Division
of the Attorney General’s office and the Public Records Division of the
Secretary of States office I have been instructed on the proper channels to
apply for what I believe to be a public record. The record I am requesting
would be a copy of any alleged agreement between the city of Lynn and the Dept.
of Elementary and Secondary Education whereby a $17 million debt was
satisfactorily mitigated to a just over $8 million debt to be paid back in four
yearly installments.
Numerous requests have been made to the Mayor and other
officials to provide proof of its existence and details about how the debt was
reduced. There must be some signed contract or other supporting documents
verifying its existence. My dealings with you have always been courteous and
quite professional. I do not anticipate anything different.
Do be advised though I have been advised of my appeal
options and I will not hesitate to use them if necessary. Unfortunately getting
to the bottom of this supposed transaction has been a long and tiring ordeal.
Sincerely,
Stan

First make a call to the PUBLIC RECORDS DIVISION of the SECRETARY OF STATE at 617 727-2832 to request proof of any document I am allowed to see.
The next step if I am not satisfied is to contact the NATIONAL OFFICE OF CIVIL RIGHTS at 800 921-3481.
OKAY, I'LL CALL IN A LITTLE BIT. I DON'T REALLY DO SO WELL OVER THE PHONE, YOU KNOW.

Dear Dr. Latham and members of the Lynn School Committee,
Today I am writing to express my concern about the fact that
the video recordings of the last two committee meetings have not as yet been
uploaded to the LPS website. This is most unfortunate and I hope whatever
difficulties, technical or otherwise can be quickly resolved.
Considering the fact that only one set of minutes for all of
the meetings of the entire year is available to download, I guess if you frame
the matter in that perspective it might seemingly lessen the impact on the
curtailing of public accessability.
Sill it wasn’t that long ago that we went through an
extended period of the meeting recordings being unavailable. I would hope the
matter this time is more quickly resolved.
Sincerely,
Stan

ANYBODY GETTING NERVOUS
I would like to thank your office and personally express my
gratitude for your prompt response to my complaint regarding the city of Lynn's
failure to meet its Net School Spending requirements. The opportunity to
express to you verifiable facts about this from the DESE website.
Thank you for promising to look into it and getting back to me. I
look forward to getting all the information I am legally entitled to and that
the city of Lynn being held responsible to the extent of their obligations.

Dear Mayor, School Committee members, and Dr. Latham,
This morning in response to my complaint about the lack of
transparency surrounding the “alleged” deal to resolve the Net School Spending
deficit. There has been no proof shown to me of its actual existence despite
numerous written requests.
As I explained to the attorney, this could quickly be
resolved with a simple production of the document. Millions of dollars are
involved. She promised to look into it further and get back with me.
At this time I would urge members of the Lynn School
Committee, school officials, or other members of the community who are unhappy
with the lack of transparency surrounding this matter file their own complaint.
It would appear to be timely.
Sincerely,
Stan
NOW, HOW DO YOU LIKE ME?
At 10:11 am while on my way to the KING of BURGERS to pick up something to eat (I know but it's not like I was cheating on my babe, I had a GIFT CARD) when I got a call from the office of ATTORNEY GENERAL. She asked for details of my complaint and I gave them to her, naming names.
She commented on the volume of information I shared and promised to get back with me on their decision about how to proceed!

Why can't recordings of the last two meetings I see?
Is there something you are hiding from me?
Oh sure I was actually there,
But somehow it doesn't seem fair.
Before long I'm sure to explode
Worse since January no minutes to download.
So information they are determined to choke
Then stories I'll have to make up in order to joke!

LOOKING FOR A RESCUE - #bringbackchuck [jibjab]
VERY SOON IT WILL COST MORE TO GET RAILROADED - DOLLAR DAZE V
How come there has been NO discussion on the IMPACT of the pending MBTA JULY 1 rate hike on the LYNN PUBLIC SCHOOLS. I know many of our students depend on it. I don't know the dollar amount but the system it has to be very significant. Budgets will be strained.
Not that I am against more people walking. I am all for that but I really don't see that happening. No the squeeze will just be a little tighter. In the big picture there is nothing that LPS or KIPP could have done about it. Still a conversation would have been nice. Perhaps even some kind of non-binding resolution.
THAT WOULD HAVE GIVEN THE MAYOR ANOTHER OPPORTUNITY TO "NOT" SIGN OFF ON SOMETHING.

FIRST IN MATH FRENZY
Here is a little SNIP from the last school committee meeting detailing some of the results from the FIRST IN MATH program for LPS. As I have said before (and no one has stepped up to disagree) I have heard this wildly successful program was brought to LPS by DR. LATHAM after a suggestion of her daughter. No matter I'm sure that DR. LATHAM, an old MATH teacher finds the fact that over 30,000,000 problems were solved quite stimulating.
I had planned to do a lot better job on this piece. I didn't take pictures because I thought I could get better ones SNIPping them from the video. I saw the people there, they were recording. I even mentioned the fact that I was there because the LAST meeting had had no video record posted when I responded to the MAYOR'S profession of my commitment.
I would have liked to inform you of some GREAT information about some STATE and NATIONAL rankings but I didn't take notes using the same logic as with the pictures.
SILLY ME!

UNEXPECTED PLACES
From time to time I like to share a piece that an old neighbor and friend from my childhood writes This is one of those times. You see JEFF is a very wise man and not so much a good journalist as a GREAT writer. You see he doesn't so much report the news as tell a story with all the important facts. It's something you want to read and are transformed for having done so.
His stories often come with a much deeper lesson than a mere catalog of the facts. The lesson here is that life often has other ways of teaching you and you must allow yourself to be exposed to those opportunities. Anyone can be your teacher if you are willing to learn.

MAKE THE MAYOR MENTION IT
Everybody should know how I feel about CHARTER SCHOOLS. I mean I haven't been to shy about where I stand. Six members of the LYNN SCHOOL COMMITTEE signed a resolution expressed opposition to the ballot initiative to lift the cap on the expansion of CHARTER SCHOOLS. The Lynn CITY COUNCIL has also passed a unanimous resolution against it.
Conspicuously missing from all of this opposition is the MAYOR'S. It's okay that she may disagree with me. After all this is AMERICA where you have every right to be wrong Still it would be nice if the MAYOR was a little more PUBLIC about her POSITION.
OWN YOUR WRONGNESS!

Information About Your Complaint:
Because the city of Lynn has failed to resolve the school district's Net School Spending debt, my child and all of the other students of Lynn are denied a fair and equal education that they are mandated by law. Supposedly the Mayor worked out an agreement whereby the $17 million dollar debt was satisfied but has not answered numerous request from myself and others to disclose this agreement. Lt. Gov. Polito was involved in this supposed deal even though she has no authority with the DESE.What outcome do you seek from filing this complaint?

KISS OF DEATH
Last night in the Personnel subcommittee they were supposed to take up the position and the posting of such for the job of ADMINISTRATOR OF SPECIAL ED. Seeing as how the same subcommittee last time voted unanimously to post the position as doctorate required only to face an equal number of votes in the full committee opposing that requirement (JOHN FORD was absent and would have been the tie-breaking vote) so the motion did not pass and was forced to go back to the subcommittee for reconsideration.
Well when the matter came up in last night's subcommittee there was the same result before LPS ATTORNEY JOHN MIHOS laid the hammer down.
You see, the PERSONNEL SUBCOMMITTEE was told since you didn't win last time over the doctoral requirement you lost. Under ROBERT'S RULES you can't bring the same motion back up (one that did not pass since a tie is a loss [tell that to countless soccer teams]. He stopped short of making that a ruling stating whether or not it would be allowed was the CHAIR'S (of the full committee) call and she was conspicuously absent for that meeting. Some would say it was intentional so she wouldn't have to listen to my planned and posted rant about NET SCHOOL SPENDING (okay maybe I'm the only one who would say that).
Even if ATTORNEY MIHOS was right, he probably was wrong because it wouldn't have been the EXACT same motion because committee member, LORRAINE GATELY, did some extensive research (no doubt involving GOOGLE) and came up with an admendment providing some specificity regarding just what kind of doctorate was required (Remember, lawyers are doctors too. A scary thought.)
As much as I think this position requires a doctorate on SOME level I can see where the good attorney was coming from. After all it is widely accepted in sports that a tie is like kissing your cousin. As a victim of FOUR marriages, I can unequivocally tell you that would definitely make you a loser.

SILENCE OVER THE SINKING
ll know because I made it ABUNDANTLY clear I had a lot to talk about at open mike but since we are limited to THREE MINUTES (and 1 topic), I was going to talk about how I have been trying for ABOUT A YEAR to get proof of the existence of and agreement between the CITY and the DESE to mitigate and solve the NET SCHOOL SPENDING accrued debt of $17 MILLION DOLLARS and some details of said agreement which could be found in a DOCUMENT. The FREEDOM OF INFORMATION ACT says I am entitled to peruse that piece of parchment. There was a BIG crowd of parents, teachers, kids and other people present because of the acknowledgement of the GREAT achievements of the kids in the FIRST IN MATH online program. I had been doing voice exercises all morning and I was the only one signed up!
Well what do you know the MAYOR was late (not unusual) but the VICE CHAIR PATTI came down with some mysterious illness that made her go home earlier (I believe I heard that from TOM) and made her MISS the meeting. Long story, short there was no one there at 6:45, 7:00, or even 7:10 to start the meeting so I could get a chance to speak at OPEN MIC. No one got to hear about the fact that they have been illegally avoiding my calls for PROOF of the existence of the satisfaction of LPS's NET SCHOOL SPENDING DEBT and my plans to contact the ATTORNEY GENERAL. Just a coincidence?
After the FIRST IN MATH presentation everybody left but me. The MAYOR jokingly put forth a motion awarding me some kind of award for dedication or something or other. Nice, a little patronizing perhaps since I am being rather pushy so it probably was more pro-active.
Not that I think they will because no one wants the problems but without some sort of agreement -
THE STATE COULD POTENTIALLY TAKE OVER AND SEND THE CITY INTO BANKRUPTCY.
Now no one thinks that will happen but everyone thought we'd have the ferry this year too.

Time we all get a handle
On the possible NET SCHOOL SPENDING scandal.

But I tell ya not me, alas.
Many times I asked details to release
I have even before said please
The Mayor keeps ignoring my calls for proof
Of a deal to reveal the truth.

NIGHTMARES ABOUT NET SCHOOL SPENDING [jibjab]
Put a pal in a prisoner sandwich that is anything but delicious.

NOTICE ANYTHING PECULIAR
Well if this posting was an invitation to a destination wedding , you wouldn't have anyplace to go! In the interest of satisfying my personal curiosity I rattled some cages. No doubt plenty of people already know who is retiring and the open position is going to be thanks to the retirement of the LINCOLN-THOMPSON Principal.
The fact that the position is not advertised leads me to suspect DR, LATHAM to play musical chairs with the principal seat in a few schools.(I believe some shuffling is within her power) Instability in the environment is not a good thing to foster though.
The fact that she appears to be behind the push to not have a doctoral requirement for the ADMINISTRATOR OF SPECIAL EDUCATION just turns up the volume and tempo of the music.

"Special needs services, a once non-existent school expense, will cost schools more than $15 million next year." Do we really want to go there? I mean following that line of logic why not bring up the fact we used to have segregated schools. Isn't a little ironically, funny that the lawyer who argeed the case BROWN vs. THE BOARD OF EDUCATION before the Supreme Court was THURGOOD MARSHALL? ITEM, you are too funny.
" the budget is $800,000 more than the spending plan funding schools " This true, sorta. You see, at the same time the budget has been CUT about $700,000 in NON-SALARY expenditures and yeah, there are no layoffs.
"budget will include $2.2 million to meet net school spending" Shady. These monies are part of what could be an unapproved payment devised by the Mayor with the Lt. Governor to satisfy a $17 MILLION arrears in NET SCHOOL SPENDING. The document that proves the existence of said agreement has been asked for many times but has yet to be produced. To make matters worse it sounds to me like they are trying to make the payment of an old debt count toward their present and future obligations.
"If state educators want to boost local efforts to craft a school budget that helps kids, they should develop a formula for reducing net spending obligations by giving the city points toward new school construction" I would agree with this point BUT we are a nation of laws, you can't just pick and choose which one you want to follow. No one gets to make their own rules. There is a process that everyone should and must adhere to.

Dear Mayor,
Knowing that I most likely won’t get a response to my
letter, I am writing it anyway. I have came to that degree of expectation due
to the fact that I have written you several times over the past six plus years
and have NEVER gotten a response. This time probably won’t be different.
So to make things perfectly clear, I AM REQUESTING A SIGNED
COPY OF THE AGREEMENT BETWEEN THE CITY AND THE DESE TO SATISFY THE ACCRUED DEBT
PERTAING TO THE NET SCHOOL SPENDING REQUIREMENTS. By law this must be a public
document to which I am entitled under the FREEDOM OF INFORMATION ACT.
Failure to produce such a document would lead me to the
conclusion of its nonexistence. This would force me to turn to the ATTORNEY
GENERAL for fear that major fiscal malfeasance has occurred involving millions
of dollars. No doubt criminal prosecution would be warranted. Unfortunately
because of their own involvement in dispersing a payment to satisfy the NSS
debt, all the members of city council along with the school committee could
potentially face their own set of charges.
If everything was done legally this matter could quickly put
to bed.
Sincerely,
Stan
