Dear Sirs,

Good morning, my name is Stan Wotring and I have a locally popular blog, LYNN SCHOOL 
WATCH. I have been following the NET SCHOOL SPENDING problems in Lynn with a 
great deal of interest as you might imagine.

After writing all of the school committee members and various other officials I have been 
unable to get a response as to the status of the city's  repayment plan for the $15 million 
plus owed due to failing to meet its obligations. My understanding is that this plan was 
submitted just after the end of last fiscal year. It is also my understanding that there was 
no guarantee of acceptance of the plan without which subjecting the district to potential 
additional fines.


Now it is also my understanding that someone who did get a response from someone in 
the DESE that no decision has yet been made on the status of the plan. I fail to understand 
the delay in making a decision and feel that it is grossly unfair to hold Lynn in limbo. 

The longer you delay only subjects Lynn  to needless uncertainty about its educational 
direction. Of course, if the plan is to ignore the problem and not hold the city to its 
responsibility to the students then you are right on track by being off track. The political 
climate is not ripe for confrontation.

Either way I would appreciate a response I can share with my readers. Thank you.

Lori D'Amico The proposal asks for the department to allow Lynn to include retiree health insurance costs toward NSS in FY13, which they and many other districts were not and currently are not allowed to do. By allowing this, the figures for FY13 and beyond drastically change and in Lynn's favor so that it pretty much wipes away the millions in carryovers and will bring Lynn into compliance or very close to it. Mr. Carol included these new calculations in his email.

PIRATES OF THE GOOD SHIP LYNN

I went to Governor Baker's press conference on the steps of city hall this morning where not much new was announced, This was purely a photo-op. The fact that MARKET BASKET is coming to LYNN is old news. Yeah some recent political news has got it moving a little faster now when it looks like it was just spinning its wheels was recently announced. Everybody knew. This was just cold outdoor theater.

One thing that was a little different though was the disruption in the scripted performance of the state, local, and federal politicians was the disruption occurring from the shouts of a few committed LynnCAM supporters. I have outlined their positions in previous posts. Along with their disputed points of contention was their cry for a call for some face to face meetings and their claim that the MAYOR has refused to meet with them. They assert that their calls and letters  have been unanswered. WELCOME TO MY WORLD!

Well this little stunt got the GOVERNOR'S people to PROMISE to call/e mail them and I was standing beside the MAYOR when her and her aides met with some of the protestors after the speeches were over. I really heard nothing that would lead me to believe there was any intention of any resolution of all this drama.

What I did hear was they will be in court in BOSTON tomorrow and talk of an injunction. I don't understand how the CITY could have unilaterally PIRATED LynnCAM's old signal to broadcast on the new LCTV who have their offices in city hall. So much for objectivity, but I'm getting used to it with a PR rag for a paper. This all stinks.

ALL WRAPPED UP

Thanks to the RACE TO THE TOP our payroll at LPS has been TOPPED OFF with another new $80,000 a year position that ended up being a mandate with disappearing funding. Now no sensiple person can argue with the good intentions of the position.

What I have hard time WRAPPING my head around is why another layer of administration is needed to further insulate LPS from the real problems families face out there. Granted this is not so much a local problem as a national one. We are so much in love with individual data points that we can't see the forest for the trees. We are so overwhelmed with busy work that no real work gets done.

Dear Mayor Kennedy,

A few months have passed since the stated deadline for a plan to resolve the city's NET SCHOOL 
SPENDING debt. I understand that your office submitted a proposal to resolve this financial crisis. 
However I do not recall any announcement whether or not the proposal was accepted or denied.

If accepted has any back payments been made or do you know when you expect to make them? 
Or as may be the case, has the state chosen to ignore the debt de facto by not acting on the 
proposal? Since millions of dollars are at stake, the fiscal health of the entire city of LYNN, 
and the educational well-being and ability of LPS are at stake, I would hope for a prompt 
answer I can share with my readers.

CREEPING CRUD

In one of the subcommittee meetings last week passionate arguments were given to add both a PROGRAM SPECIALIST to the FINE ARTS DEPARTMENT and a new ASST. DIRECTOR OF CURRICULUM AND INSTRUCTION POSITION for the HUMANITIES.

While I have a great deal of empathy for both of these areas (not only as a POET but the Chairman of the CHEMISTRY department at WV WESLEYAN{who was from MIT} taught HUMANITIES), I am concerned about the creeping expansion of the administration and the direction away from the students. I am well aware that we are getting overwhelmed with all of the accountability requirements and we are being held hostage by the numbers. That doesn't mean I have to like it or agree with it and are prevented from pointing out the educational injustice of actuaries actually hijacking purpose.

SANTA GOES STEM

It's kind of funny that STEM seems all the rage on winning some LPS students some acclaim but yet LPS has went in the opposite direction in the lower grades district wide by taking away a proven STEM booster in KNOW-ATOM.

The students may be being shortchanged but this new program they have adopted may have cost more. Who knows because they really haven't  released all the figures to compare. On top of that they haven't mentioned the gains we had last year.

Oh well, I'm glad for FACTEAU-LEARY anyway. I wish them luck.

What the heck is that all about? Looks like LPS has landed smack dab in the middle of an unfriendly fight between BIG personalities and there is only one reality.

It's a good thing I actually watched the last LSC meeting live because it wasn't posted as a recording on the WEB page. In fact, the last meeting recording was SEPTEMBER 23 so and I wrongly assumed that once the LSC meetings were broadcast again they would be back up on the WEB page but NO...... What's up with this? Is it more political mind/media control?

NEW NURSE

A new nurse was added to LPS officially last THURSDAY. School nurses are one of the few positions that the LSC are actually responsible for hiring. The newest LPS employee is SARAH MERENDA, RN, BSN.

I don't know if DR. LATHAM is playing stupid or actually is. This question came to mind after she expressed surprise at DESE's decision to support MCAS 2.whatever and passing on PARCC.

We have a new governor who has a different agenda and not one that looks to pad the pockets of certain people who may have a conflict of interest. While Superintendent Chester is not directly appointed by Gov. BAKER, the people who oversee him are.
